<br />While the City of -lost population between 1980 and 1990, going from 20,029 to 18,910
<br />residents, the city actually gained a total of 423 households, moving from 7,343 to 7,766
<br />households.
<br />
<br />Between 1980 and 1990, - showed a considerable increase in the older population group
<br />aged 65 and over, and a slight increase in the empty-nester group (ages 55 to 64). The
<br />move-up home buyer group (ages 35 to 54) remained stable, while the ti.rst-time home
<br />buyer group (ages 25 to 34) had a significant increase. Among the youngest population
<br />groups, only the 0 to 5 year-olds increased, while the 6 to 17 and 18 to 24-year old groups
<br />dropped considerably. See Table One.

<br />Between 1990 and 1995, Metropolitan Council estimates that - had a slight population
<br />loss, going from 18,910 to 18,681 people, a reduction of229 people. At the same time, -
<br />actually gained a few households, going from 7,766 to 7,771, an increase of5 households.

<br />Housing
<br />
<br />The 1990 - housing supply increased by 512 units over 1980, rrom 7,463 to 7,975 units.
<br />The new units built during that time period were of various types, including several
<br />hundred apartment units, as well as single-family detached and townhouse units, and a few
<br />duplex units.
