In addition, MnJDOT employees have indicated the parking lot can reach capacity on days <br />when most employees are in the building and visitor numbers are high. <br /> <br />The on-site circulation pattern for the building is interesting. Visitors can park in the circle at the entrance or <br />in the designated spaces in the northeast comer of the parking lot. The remainder of the lot is primarily for <br />employees and has a typical center aisle with parking aisles and spaces on either side. Loading, service and <br />delivery patterns are different in that vehicles must circulate through the parking areas to reach the delivery <br />doors. <br /> <br />Under the revised site plan, some additional parking will be provided in an area to the west of the existing <br />parking. A parking bay will be essentially removed. The number of spaces changed is not apparent from the <br />infonnation provided. Service vehicle circulation will remain somewhat unique in that delivery vehic!es ,vi!! <br />still drive through a parking area to reach the delivery area. While details are not available, it appears that <br />there may be some concern over aisle widths and especially over turning radii at certain areas for larger <br />seryice vehicles. This should be reviewed with final construction plans. <br /> <br />In summary, the additional RTMC building will add little traffic to the peak hours at the site and will not <br />create problems for traffic on any County or City street. The primary reason for little impact from the <br />RTMC, and from MnJDOT employees, is the combination of flex hours and shift work. Should another <br />business with set hours use the building, significant traffic problems could occur. With set hours, a majority <br />of the potential 700 plus employees in the building could leave at about the same time creating significant <br />delays to outbound traffic and creating similar inbound morning concerns. Potential solutions would be to <br />signalize the entrance to County Road B-2 (a concern is the close spacing to the Highway 51 ramps) or even <br />construct a connection to the east ramp intersection of Highway 51 (existing topography may make this <br />difficult).
