It does <br />not appear that the traffic volumes generated by the addition will create any operational problems on County <br />Road B2 or other area streets. There are a few on-site circulation concerns based on the small scale <br />documents which were provided for review, <br /> <br />MnlDOT has estimated there are 637 employees in the building currently, They have also indicated there <br />will be 84 employees in the Regional Transportation Management Center (RTMC). MnlDOT currently has <br />both flex hours and shift hours in effect. The flex hours allow employees to begin and end their working day <br />outside of the normal peak hours. Employees are leaving between 2:30 and 6:00 p,m. in the afternoon <br />depending on their start time. Some employees begin work prior to the morning rush hour traffic as part of <br />the management center strategy, or because of flex hours. <br /> <br />A turning movement count at the intersection of County Road B2 and the MnlDOT entrance was made from <br />3:00 to 5:00 p.m. This would be the time when most traffic is leaving the building and when there is most <br />conflict with the Rosedale area commercial traffic. The A.M. Peak Period does not have the commercial <br />traffic conflicts and is entering the MnlDOT site, therefore having less conflicts. The peak 15 minute period <br />was from 4:00 to 4: 15 p.m. and had 50 northbound vehicles. During the two hours, there was an average of <br />33 vehicles in each 15-minute period, or an average of approximately two vehicles each minute. With some <br />peaking characteristics, there is some delay associated with leaving traffic. Traffic northbound leaving the <br />site is split 56 percent left turns and 44 percent right turns. <br /> <br />The employees in the RTMC may not all be additions to Waters Edge. There are some RTMC employees <br />currently in the building who will move to different areas. Also, a number of RTMC employees currently <br />start working as early as 6:00 a.m., leaving in mid-afternoon, and others start in the late a.m. and work <br />through the p.m. peak period. Therefore, the RTMC will add little peak period traffic to the existing <br />volumes. <br /> <br />Tours which are associated with the RTMC will add little peak hour traffic. Most of the tours will either be <br />during the day or will be there for a peak hour period in which case they will enter prior to the peak period <br />starting. <br /> <br />There are a number of visitors associated with the MnlDOT building during the day.
