<br />6.0 PLANNING COMMISSION CONSIDERATION: <br /> <br />6.1 On May 1, 2002, the Roseville Planning Commission held a public hearing to consider the <br />revised General Concept Plan. At this hearing the majority of the citizens present and those <br />who e-mailed staff and Commissioners, supported the March 4 office proposal (two story <br />structure placed on the newly created property line along Lexington Avenue; placed ten feet off <br />the newly created property line along Roselawn Avenue; and with parking behind the structure) <br />and the April 15 supportive housing proposal (structure setback 27 feet from Roselawn Avenue <br />with storm pond in southeast comer of parcel). <br /> <br />6.2 Specifically, citizens ex pre sed their confusion over the process and why an additional hearing <br />was necessary when they and the Commission overwhelmingly supported the March 4 <br />proposal. <br /> <br />6.3 Citizens further indicated concerns with the revised (April 15th) General Concept Plan <br />regarding the office structure including the height of the structure being overwhelming and out <br />of context with the residential character of the neighborhood; the pedestrian unfriendliness of <br />the revised plan, exhibited with the large parking lot in front adjacent to the sidewalk; <br /> <br />6.4 The citizens expressed their support for the increased setback of the supportive housing <br />structure and voiced their opposition to placing the storm water management pond in the front <br />yard. (Mr. Pawlek the neighbor to the east of the site, expressed concern for the location of the <br />building anywhere near his house, but was supportive of the uses in general.) <br /> <br />6.5 Each planning commission member indicated their support for the April 15, 2002 supportive <br />housing building with its 27 foot setback from the newly created property line along Roselawn <br />Avenue and an office structure placed ten feet from the newly created property line along <br />Roselawn Avenue and zero to one foot from the newly created property line along Lexington <br />Avenue. The Commission stated that the March 4, 2002 office design and parking locations <br />were more appropriate for the comer lot; screened the parking with the building; created a <br />pedestrian friendly walkway and path; complemented the adjacent residential neighborhood; <br />and were consistent with Comprehensive Plan and best addressed the concerns of the adjacent <br />neighborhood. <br /> <br />6.6 The Planning Commission unanimously (6 - 0) voted to recommend approval ofthe March 4 <br />General Concept Plan for the office building, its location and site design and the April 15, <br />revised General Concept Plan for the supportive housing building, its location and site design. <br /> <br />7.0 SUGGESTED COUNCIL ACTION <br /> <br />7.1 By motion, approve the March 4 General Concept Plan for the office building and site <br />design and the April 15 supportive housing building and site design for the southeast <br />corner of Lexington Avenue and Roselawn Avenue as consistent with the Roseville <br />Comprehensive Plan, City Code, and as best addressing the neighborhood concerns. <br /> <br />Prepared by: City Planner Thomas Paschke 490-2236 and Dennis Welsch, 490-2232 <br />Attachments: Approved and Revised General Concept Plan. <br /> <br />PF3224 - RCA General Concept 050602 Page 4 <br />
