<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br /> <br />proval: <br /> <br />DATE:OS/Ol/02 <br />ITEM NO: <br /> <br />Agenda Section: <br />PUBLIC HEARING <br /> <br />Request to review and consider an amended General Concept Plan <br />for the ASI/VSI Construction redevelopment in the southeast corner <br />of Lexington Avenue and Rose1awn Avenue (PF3224). <br /> <br />1.0 REQUESTED OVERVIEW: <br /> <br />LIOn April 15, 2002 the City Council determined that the proposed amended General Concept <br />Plan for the Lexington and Roselawn site should receive a second public hearing and a <br />Planning Commission recommendation. Generally the revised plan places the supportive <br />housing slightly further from Roselawn Avenue (27 feet); places the office structure <br />approximately 70 feet behind the Lexington A venue property line and 50 feet from the <br />Roselawn Avenue property line; increased the structure height to three stories; and places the <br />parking lot nearest the street. <br /> <br />2.0 SUMMARY OF RECOMMENDATIONS: <br /> <br />2.1 The Community Development Staff recommends the Planning Commission select a General <br />Concept Plan that addresses the city's comprehensive plan and policies, as well as the <br />developer's needs; meets the interests and concerns of the adjacent neighborhood; and provides <br />the site with a well-balanced site layout, building design, and mass. <br /> <br />2.2 The Comprehensive Plan designated Lexington Avenue as the "environmental green avenue" <br />connecting civic projects between Como Lake in Saint Paul and Lake Josephine in <br />Roseville/ Arden Hills. <br /> <br />2.3 The Original Concept for the office building placed the structure near the sidewalk, screening <br />the on-site parking with the building. The amended plan will require parking lot screening to <br />reduce the "auto strip mall" look along Lexington Avenue and Roselawn Avenue, and to <br />enhance the public pedestrian way and road right-of-ways. <br /> <br />3.0 SUGGESTED ACTION: <br /> <br />3.1 By motion recommend approval of either the March 4, 2002, or the April 15, 2002, <br />General Concept Plan for the redevelopment of the property in the southeast corner of <br />Lexington Avenue and Roselawn Avenue. <br /> <br />Project specifics and detailed recommendation located on the following pages. <br /> <br />PF3224 - RPCA General Concept 050102 Page I of 4 <br />
