<br />2.2 The High Density Residential Use is consistent and complimentary in this neighborhood, <br />which has 4 higher density residential apartment buildings and an 18-unit townhouse <br />project within 350 feet of the proposed site, providing over 65 housing units. <br /> <br />2.3 The Comprehensive Plan Goals and Policies include the following direction: Roseville <br />Comprehensive Plan - 2000 Update Goals and Policies <br />- Page 70f21 <br /> <br />C. RESIDENTIAL POLICIES <br />The City will: <br /> <br />1. Adopt flexible standards for new single family and multi-family housing <br />developments to allow for innovative development and more efficient <br />densities. It is not the goal ofthe City to significantly increase overall <br />residential densities. <br /> <br />a) Encourage higher quality mixed developments by allowing <br />planned unit developments as guided by the goals, policies, and <br />performance standards of the community with more dedication of <br />park and open space. <br /> <br />b) Where feasible or practical, integrate neighborhood oriented <br />retail! service businesses (within walking distance) into the mixed <br />used project. Consider such mixed use developments in areas <br />where change is already underway. <br /> <br />c) Encourage innovative high quality planning and design in <br />residential developments that cater to the life style/life cycle of <br />present and future residents. Higher quality development may <br />include such improvements as masonry exteriors, higher window <br />and wall insulation packages, underground parking, more usable <br />open space than normally required, porches, landscaping, <br />underground parking, and amenities packages within each unit. <br /> <br />2. Encourage neighborhood interaction programs including community <br />policing, neighborhood watches, and maintenance associations. Prepare <br />neighborhood welcome or starter meetings to recognize the people who <br />live in the neighborhood. Encourage neighborhood residents, including <br />youth, to work on "Pride in Our Neighborhood" clean-up projects. <br /> <br />3. (Not related to topic.) <br /> <br />4. Convert unused/underused commercial lands to residential uses.
