<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />Item Description: <br /> <br />DATE: 02/06/02 <br />ITEM NO: 7b <br /> <br />Agenda Section: <br />PUBLIC HEARING <br /> <br />Request by ASI and VSI Construction for approval of a preliminary <br />plat, rezoning, and Concept Development Plan for a mixed use <br />planned unit development in the southeast comer of Lexington <br />Avenue and Roselawn Avenue (PF3224). <br /> <br /> <br />1.0 PROJECT REVIEW: <br /> <br />1.1 ASI (Assessable Space Inc.) and VSI Construction seek approval of a General Concept Plan for <br />a mixed-use planned unit development on the former Kath (Phillips 66) gas station sit~and the <br />2 adjoining parcels (4 total parcels). The applicants propose to construct a 17,911 squc1re foot <br />(gross building size) two-story office building for medical/dental and other gener~l office use <br />in the northwest portion of the site and a 23,900 square foot (gross building size) three story 22 <br />unit apartment complex for the physically handicapped in the northeast portion of the site. The <br />property would be rezoned from B1, Limited Business District, B-2, Limited Retail District, <br />and B-3, General Business District to Planned Unit Development with and underlying zoning <br />of B-1, Limited Business and R-3 General Residence District. A Comprehensive Plan <br />amendment (March) to clarify land use is necessary. <br /> <br />PROJECT REVIEW HISTORY <br /> <br />. Planning Commission: Hearing - February 6, 2002. <br />. Anticipated Council Action - February 25, 2002. <br /> <br />2.0 SUMMARY OF RECOMMENDATIONS: <br /> <br />2.1 The staff of the City of Roseville recommends approval of the request for preliminary plat, <br />General Concept, and rezoning to Planned Unit Development (consisting of very limited office <br />and apartment uses) with an underlying zoning of B-1, Limited Business and R-3 General <br />Residence with conditions. <br /> <br />3.0 SUGGESTED ACTION: <br /> <br />3.1 By motion, recommend approval of the request by ASI and VSI Construction for preliminary <br />plat, General Concept Plan (planned unit development), and rezoning to Planned Unit <br />Development with an underlying zoning of B-1, Limited Business and R-3 General Residence <br />with conditions. <br /> <br />PF3224 - RPCA Accessible Space Concept Plan 020602 Page 1 of 8 <br />
