Sketch Plan Review: Accessible Space <br /> <br />Thomas Paschke introduced the proposed project, summarizing the project report <br />of January 2, 2002. <br /> <br />The request before the Commission on Wednesday, January 2, 2002 is to <br />informally review the Sketch Plan for the proposed redevelopment of the former <br />Kath Oil (Phillips 66) gas station site and the 2 adjoining parcels. <br /> <br />The applicant seeks to construct a 16,000 square foot two-story office building <br />for medical/dental and other general office use in the northwest portion of the <br />site. The applicant also seeks to construct a 22 unit three story apartment <br />complex for the handicapped in the northeast portion ofthe site (see attached <br />information). The two projects would share a joint parking area. Entries to <br />County roads require a county permit. Watershed approvals will also be needed. <br /> <br />Mike Cronin, representing Accessible Space Inc. (ASI), a not-for-profit housing <br />developer and Brent Thompson (VSI) the for-profit-developer on the site <br />explained the project. The project could be constructed in July 2002. The site <br />could be divided into two equal parts. He explained the site plan and drainage, <br />parking, architecture, fencing and landscaping aspects. The Accessible Space <br />apartment building for the physically handicapped has a 40-year contract to <br />provide handicapped housing. <br /> <br />Member Mulder asked for clarification at second floor level to create an eave <br />which would break up the face of the north wall. Could something add another <br />dimension for the north face? <br /> <br />Member Wilke asked for tenant "comings and goings" (metro mobility). <br />Residents would be over 18 years, independent living, with bus service, some <br />will need caretakers; services such as this and housekeeping are chosen by the <br />tenants. <br /> <br />Other facilities around the Metro Area are available (list provided). There is one <br />in Bloomington and two identical buildings in Bumsville (staffwill take pictures <br />and review). <br /> <br />Member Olson asked the number of vehicle trips per day. Do most tenants have <br />jobs? <br /> <br />Member Mulder asked for details on access ways for busses. Are there different <br />accommodations along the street needed for handicapped? (designed to <br />accommodate Roseville circulators, trash trucks, and delivery trucks). Deb <br />Bloom explained the pathway system (east-west and north-south). Is there a <br />snow management difference for this comer with this project (Parks attempts to <br />remove snow within 24 hours). Parking lots may have to haul snow from site. <br /> <br />Member Mulder asked if there would be a snow removal plan. <br />
