Planning File 3224: A request by Accessible Space Inc. and VSI <br />4 Construction for consideration of a Preliminary Plan and General <br />5 Concept Plan for a planned unit development to allow construction of <br />6 a three-story 22-unit handicapped housing and a two-story 16,000 <br />7 square foot general office building on the two-acre, three-parcel site at <br />8 the southeast corner of Lexington Avenue and Roselawn Avenue. <br />9 <br />10 Chair Duncan opened the hearing and requested Dennis Welsch provide <br />11 background as per the project report dated February 6, 2002. <br />12 <br />13 ASI (Assessable Space Inc.) and VSI Construction seek approval of a <br />14 General Concept Plan for a mixed-use planned unit development on the <br />15 former Kath (Phillips 66) gas station site and the 2 adjoining parcels (4 <br />16 total parcels). The applicants proposes to construct a 17,911 square foot <br />17 (gross building size) two-story office building for medical/dental and other <br />18 general office use in the northwest portion of the site and a 23,900 square <br />19 foot (gross building size) three story 22 unit apartment complex for the <br />20 physically handicapped in the northeast portion of the site. The property <br />21 would be rezoned from Bl, Limited Business District, B-2, Limited Retail <br />22 District, and B-3, General Business District to Planned Unit Development <br />23 with an underlying zoning of B-1, Limited Business and R-3 General <br />24 Residence District. A Comprehensive Plan amendment (March) to clarify <br />25 land use is necessary. <br />26 <br />27 Chair Duncan opened the hearing and asked for comments from the <br />28 public. <br />29 <br />30 Mike Cronin representing Accessible Space, described the neighborhood <br />31 meeting held in January. The participants were supportive of offices <br />32 rather than retail uses. The apartment building will focus on providing <br />33 housing for residents with physical handicaps. He said he found the uses <br />34 compatible, especially with use limitations and regulations of the site. <br />35 <br />36 Brent Thompson, VSI Construction, explained the office building would <br />37 house doctors, dentists, accountants and other professionals in an office <br />38 condominium with four to six ownerships. Care and maintenance will be <br />39 done in common. <br />40 <br />41 Member Mulder asked for details of the ten-foot setback. Brent <br />42 Thompson said setbacks from the property line will be "0" but could be <br />43 changed. The setback from the curb is 20' from the Roselawn side and <br />44 30' from Lexington, with a setback from the sidewalk to the building wall <br />45 of varying dimensions. Member Mulder said he was not comfortable with <br />46 a zero setback. <br />
