<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br />DATE: 06/17/02 <br />ITEM NO: VIII. B.-4 <br /> <br />Agenda Section: <br />CONSENT <br /> <br />Request by Accessible Space Incorporated (ASI) and VSI <br />Construction to approve the Final Development Plan for a two lot <br />Planned Unit Development (PUD) in the southeast corner of <br />Lexington Avenue and Roselawn Avenue (PF3224). <br /> <br /> <br />1.0 PROJECT REVIEW: <br /> <br />On May 6, 2002, the Roseville City Council approved a revised General Concept Plan for the <br />Accessible Space/VSI redevelopment proposal. The co-applicants seek approval and acceptance of <br />the Final Development Plan as consistent with the City Council's General Concept Plan approval <br />of May 6, 2002. The two redevelopment projects include the following details: <br /> <br />Site Development Items: <br /> <br />A. The ASI/VSI site will have access from Lexington Avenue, which access point is <br />located at the far south of the parcel. Access will also be provided from Roselawn <br />Avenue and will be in the middle of Lot 1 and Lot 2, Roselawn Village. The parking <br />lot will include concrete curb and gutter and bituminous paving. A storm sewer system <br />will collect parking lot runoff and direct it through catch basins and piping to a pond in <br />the southeast comer of the site. There are 60 on-site parking spaces proposed in direct <br />proximity to the office complex and 18 on-site parking spaces will be provided in direct <br />proximity to the supportive housing complex. The PUD Agreement will allow cross- <br />parking to occur between the two uses. A landscape plan has been submitted for the <br />site and is currently under review. At a minimum, the site must provide the specified <br />tree species within the Street Tree Master Plan within both boulevards. Irrigation of the <br />site will also be required. Some minor changes to type and locations of plant species <br />may occur as a result of City Staff review and approval. A four foot tall epoxy coated <br />chain link fence will be provided in the southeast comer of the supportive housing <br />parcel as a barrier/deterrent from pond access. The submittal also includes a site <br />lighting plan which is consistent with the City Code. Light poles are 20 feet in height <br />with shoe box luminaries including a cutoff or flush light. Utility and grading plans, <br />along with an easement plan, have also been submitted for review and approval. This <br />redevelopment project does require approval and/or a permit for the Capital Regions <br />Watershed regarding storm water management prior to issuance of building permits. <br /> <br />Office: <br /> <br />B. The three story, 42 foot tall (approximate), 16,646 square foot office building currently <br />is proposed with a basement. However, the basement is contingent on the cost of <br />excavating and removing the contaminated soil in the basement area.
