<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br /> <br />DATE: 12/17/01 <br />ITEM NO: J-l <br />Agenda Section: <br />ORDINANCE <br /> <br />Item Description: <br /> <br />Roseville Mobile Home Park: FINAL Planned Unit Development <br />Agreement and Rezoning from "R-2 Two Family District and from "B- <br />3" Retail Business to "MH-PUD", a Residential Planned Unit <br />Development, 2599 Lexington Avenue (pF 3225) - CONTINUED FROM <br />NOVEMBER 26, 2001 <br /> <br />1.0 PREVIOUS ACTIONS AND UPDATES <br /> <br />In the fall of 2000, the Roseville City Council encouraged the owners ofRoseville Estates Mobile <br />Home Park to begin a PUD process that would clear up all the loose ends (and history) and <br />provide phased plans for future improvements. The Planning Commission then reviewed the <br />sketch plan on April 11 ,2001 and were supportive, encouraging more resident involvement, more <br />clean-up of the Park, more detailed site plans - especially the play area and parking, and longer <br />vision plan for improvements. <br /> <br />On May 9,2001 the Roseville Planning Commission held the required hearing and recommended <br />approval of a concept PUD plan and a rezoning to a Mobile Home Planned Unit Development <br />(MH-PUD). <br /> <br />The Roseville City Council, on Monday, May 14,2001, approved the request for a temporary <br />permit to relocate four seasonal recreational vehicles to the southwest (rear) portion of the <br />Roseville Mobile Home Park as follows: "... approved a temporary seasonal recreational vehicle <br />(RV) permit for four pads to be located in the southwest comer of the Mobile Home Park, subject <br />to utility and life safety Code compliance; with the seasonal permit to expire on November 15, <br />2001, at which time the four RV units will be removed from the site or adhere to the requirements <br />of the Planned Unit Development zone". <br /> <br />On May 21, 2001 the City Council tabled concept approval until after the Mobile Home Park <br />owners met with the Park residents to explain future renovation plans. <br /> <br />The Park owners/managers held a meeting in July, 2001 with representatives of the residents in <br />which problem units and tenants, future plans for the entire Park, and plans for more new double - <br />wide units and an improved play area were discussed. <br /> <br />By mid-September the outline of a new five-year plan was submitted. This plan proposes a <br />minimum of 4 new double-wides and 2 single-wide units, and eventually replacing up to 20 rental <br />units owned by the park owners along Rose Place. They will either complete the installation of the <br />4 RV units or make the spaces adaptable for permanent units. During the five-year period they will <br />also upgrade the existing road surface and parking pads. At least 15 more parking spaces have <br />been identified and will be constructed for off-street parking. A playground and picnic benches <br />will be installed. Street signage and units numbers will be replaced and made more readable. The <br />garbage dumpsters will be fenced and/or screened. Evergreens plantings will be done along the <br />boulevards. Utilities will be upgraded continuously. Permits will be sought where required.
