<br />The Council approved the following on September 24, 2001: <br /> <br />· a FIRST READING of a zoning amendment from the existing "B-3" (General <br />Business) and "R-2" (Two Family) zoning districts to a mixed use residential planned <br />unit development (MH-PUD) with an underlying zoning of "R-8" (Mobile Home Park) <br />which allows a mix of manufactured housing, traditional housing, and limited seasonal <br />recreational vehicle parking and accessory uses within the (9.1 acre) property known as <br />the Roseville Mobile Home Park located at 2599 Lexington Avenue. <br /> <br />· a GENERAL CONCEPT PUD DEVELOPMENT PLAN that establishes design <br />standards and development parameters under which the Roseville Mobile Home Park <br />must develop or redevelop on the 9.1 acre parcel, located at 2599 Lexington Avenue. The <br />effective date of such a planned unit development plan and ordinance will be after the <br />following: <br />a. Submission of a final plan and application <br />b. Final approval of the planned unit development agreement <br />c. Second reading of the ordinance and approval of the rezoning. <br />d. Publication of the MH-PUD ordinance <br />e. Recording of the MH-PUD document with Ramsey County Recorder <br />f. No new construction may occur before the effective date of the ordinance, except <br />as approved by the Council <br /> <br />2.0 SUMMARY OF REQUEST <br /> <br />2.1 A "Mobile Home" is a residential dwelling unit built off-site prior to the HUD Code of <br />1976 entitled the National Manufactured Housing Construction and Safety Act. A <br />"Manufactured Home" is a residential dwelling unit built primarily off-site, in and after <br />1976, in accordance with the National Manufactured Housing Construction and Safety <br />Act. <br /> <br />2.2 The current Roseville mobile home park, known as Roseville Estates MHP, is owned by <br />the 5005 Corporation, with Robert Larson, President, Gary Wrobel, Site Manager. As <br />applicants, they have requested approval of improvements that will require changes in the <br />layout of the Park. Initially the applicants propose to add four new doublewide <br />manufactured housing units at the front (east end of the site), move the seasonal <br />recreation vehicles (RVs) to the southwest portion of the site, create a playground, <br />improve parking, trash screening, landscape, repair and repave portions of the site. <br />Longer term, over a period of years, they hope to replace a number of the old mobile <br />homes with new manufactured units, especially the 20 units the 5005 Corporation owns <br />and rents out within the park. <br /> <br />3.0 FINAL PLAN PROPOSALS - The owners of the Park propose the following <br />improvements, many to occur over a 5 year planned improvement period: <br /> <br />3.1 Screen the Park with privacy fence or plantings from Rose Place. <br />3.2 Create four new doublewide unit pads along Lexington A venue Propose to eliminate <br />three R.V.s at front of site and create 4 RVs in southwest section of site. <br /> <br />Roseville Mobile Home Park Plan (RCA 121701) Page 2 <br />
