<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br /> <br />DATE: 07/12/00 <br />ITEM NO: 6b <br /> <br />Agenda Section: <br />PUBLIC HEARING <br /> <br />Request by Ralph Jenson for a four-foot variance to the required five-foot <br />side yard driveway setback to construct a driveway for property located at <br />201 McCarrons Street (PF3228). <br /> <br />Manager Approved: <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Ralph Jenson, 20 I McCarrons Street, is requesting a variance construct an II-foot wide <br />bituminous driveway on the west side of his parcel, one foot from the side yard property line. <br /> <br />Code Requirement <br /> <br />Proposal <br /> <br />Variance <br /> <br />Five Feet <br /> <br />One Foot <br /> <br />Four Feet <br /> <br />2.0 BACKGROUND <br /> <br />2,1 Mr, Jenson owns the home located at 201 McCarrons Street. The property is zoned R-l, Single <br />Family Residential District and has a Comprehensive Plan designation of LR, Low Density <br />Residential. The property is located in Comprehensive Plan District IS, <br /> <br />2.2 Single family homes are located to the south, west, and east of the Jenson property, while the <br />McCarrons Apartments lie to the north. <br /> <br />2.3 <br /> <br />Mr, Jenson is requesting the variance from Section 703.04B2 of the Roseville Zoning Ordinance <br />to permit the construction of a bituminous driveway from McCarrons Street to a pre-existing <br />detached garage located in the rear of the property, An attached garage, located on the east side <br />of the house, is being converted into living space. A new family room is being constructed along <br />the north side, and wheel chair accessible entrance is being constructed along the east and north <br />side of the property, A 2 foot "pop-out" is being added to the west wall of the building, Mr. <br />Jenson has explained that the reason for the bituminous drive is to take advantage of the existing <br />detached garage and accommodate a wheelchair van, which would be stored in the rear garage, <br />The driveway will also provide wheelchair access from the house to the garage and van. With the <br />paved surface to the garage the co-homeowner will be able to use the van independently for work <br />or to run errands, <br /> <br />./- <br /> <br />2.4 Mr. Jenson has not submitted a detailed site plan or survey clearly identifying the west property <br />line. He has indicated in his application that his house is set back 12 feet from the side (west) <br />property line. <br /> <br />3.0 STAFF COMMENT & FINDINGS <br /> <br />3.1 Section 703.02B2 states: Minimum Distance: The minimum distance between edges of driveways <br />at the front property line right-of-way line shall be 10 feet except in planned unit developments <br />where the development agreement shall specify the distance.
