Regular City Council Meeting <br /> Monday, September 22, 2014 <br /> Page 5 <br /> Commissioner Roloff reviewed the original proposed language submitted by the <br /> Commission, and subsequent revisions made by the City Council, asking that re- <br /> consideration be given to clarify the language as follows: <br /> "If aggregate unrestricted reserves [' - . • • • . • • • • J are <br /> outside of targeted goals, the Council is advised to create a plan to get re- <br /> serves into targeted goal ranges by[::J committing reserve funds using aggre- <br /> gate excess reserves to reduce the levy, or making appropriate budget or tax <br /> levy adjustments. " <br /> Commissioner Roloff noted that this would recognize that not all operating funds <br /> were in the tax-supported area (e.g. License Center and Communications Fund); <br /> and also make the policy clearer through punctuation presenting all three options. <br /> Commission Roloff opined that the revisions made by the City Council initially <br /> only provided two options, and the Commission wanted to clarify all three options <br /> by separating them with punctuating that included addressing the option to com- <br /> mit reserves without reducing the levy. <br /> Mayor Roe thanked the Commission for their clarification; and as he was the one <br /> suggesting the revised language as adopted on September 8, 2014, he stated that <br /> he was comfortable with this proposed revision. <br /> Councilmembers Willmus and Laliberte thanked the Finance Commission for <br /> their work. <br /> Roe moved, Laliberte seconded, adoption of Resolution No. 11178 (drafted as At- <br /> tachment A) entitled, "Resolution Amending the Operating Fund Cash Reserve <br /> Policy for the City of Roseville;"amended as follow: <br /> "If aggregate unrestricted reserves [.. .- • . • . •• . • • • • • J are <br /> outside of targeted goals, the Council is advised to create a plan to get re- <br /> serves into targeted goal ranges by[::J committing reserve funds using aggre- <br /> gate excess reserves to reduce the levy, or making appropriate budget or tax <br /> levy adjustments.
