2.6 The proposed modular structure has wood lap siding, two entrances, windows in each classroom, and roof drainage down spouts. 2.7 The proposed modular structure is 126 x 72 feet (9,072 square feet) and will be placed on the site in a manner to address proper utility connections. 2.8 Family Academy has signed a three year lease with Advent Lutheran Church and a three year lease with GE Capital. 2.9 Family Academy anticipates a student population of 120 - 150 students. 2.10 Family Academy will occupy a portion of Advent's auxiliary area, having the K_4th grade students inside this space and the 5th - 8th grade children in the modular structure. Most children will be bussed to the site. The parking lot adjacent to Ramline Avenue will be used as the bus drop-off route. 2.11 Ramps will be provided to the two entrances to meet ADA requirements, while a temporary barrier will be placed adjacent to the modular structure to deter vehicles from occupying space next to the temporary school facility. 3.0 STAFF COMMENTS/FINDINGS 3.1 Family Academy proposes to place an eight classroom modular building in the east parking lot of the Advent Lutheran Church. 3.2 The placement of the modular unit in the east parking lot will result in a loss of approximately 32 to 56 off-street parking spaces (depends on placement direction). 3.3 Advent Lutheran Church has two parking lots. The first lot is located off of Hamline Avenue and will provide the main entrance to the Charter School. This parking lot will also be used for the student bus drop-off. The second lot is located off of Josephine Road. This parking lot is adjacent to the main entrance to the church. The modular unit will be located in the southeast comer of this parking lot. Adjacent to the east of the parking lot is a large wooded area and city park. 3.4 The proposed interim use of the property for temporary classrooms will have a minimal impact on parking and traffic in the area, since the activity will take place during off-peak hours. 3.5 The proposed interim use of the property for temporary classrooms will not have an impact on parks, streets and other public facilities. The modular unit will be connected to City sanitary sewer and water main, and other private utilities.
