<br /> <br />CITY OF ROSEVILLE <br />COMMUNITY DEVELOPMENT DEPARMENT <br /> <br />SPECIFICATIONS FOR DEMOLITION OF BUILDING, ASBESTOS <br />REMOVAL AND SITE RESTORATION <br /> <br />BIDS ARE DUE BY OCTOBER 5, 2000 <br /> <br />1. Scope of Services <br /> <br />The contractor shall furnish all labor, materials and equipment and s hall perform all services and work <br />required to remove the remains of the listed property, structures and site improvements in strict <br />accordance with these specifications and in accordance with City ordinances pertaining to the removal <br />of buildings and structures. In addition, the contractor will be responsible for removal of asbestos as <br />identified by City asbestos report and per MPCA, MDH, OSHA and AHERA standards. <br /> <br />'2. Property to be Demolished <br /> <br />The building, all remaining equipment and site improvements relating to the property at 2800 Arona <br />Street shall be removed from the site and properly disposed. The parking lot, perimeter sIdewalk, curb <br />and gutter and play equipment shall remain in place and undisturbed. <br /> <br />3. Abandonment ofWeU <br /> <br />Attached is an Abandoned Well Record dated July 1991 from the State of Minnesota Department of <br />Health (MDH). No additional wells have been located on the property during Phase I investigation <br />reports. A certified well driller approved by MDH sealed the well. <br /> <br />4. Environmental Issues <br /> <br />A Phase I Environmental Assessment report was completed in 1995, which concluded that there does <br />not appear to be environmental concerns associated with the site with the exception of asbestos. In <br />1991 and September 2000, asbestos inspection were performed by Bay West Inc. and DPRA <br />Environmental respectfully, which identified the presence of asbestos containing materials in the <br />buildings. The reports are on file and indicate the levels of contamination that will need to be <br />removed and reported to the Department of Health prior to removal of the building. Removal and <br />disposal of asbestos containing material must be done by a certified asbestos contractor and in strict <br />conformance with MPCA, MDH, OSHA and AHERA standards. <br /> <br />Prior to demolition of the structures and site improvements, any appliances, fluorescent light ballast, <br />asbestos and chemicals should be handled and disposed of appropriately as recommended by <br />appropriate state and federal agencies. No known hazardous materials remain on site. <br />
