While I was <br />there, it came to my attention that the Knights of Columbus Bingo Hall will soon be unavailable <br />for use by the charitable gambling organizations in our community that operate in that facility. <br />While it appears that at least one potential replacement site has been identified, I am now writing <br />to ask you, the Community Development Director, Mr. Dennis Welsch, the City Planning <br />Commission and the City Council to give consideration to my proposal to develop a suitable <br />Bingo Hall on the two adjoining lots which I own which are located on Rice Street near <br />Roselawn. These lots are both zoned B-3 and would provide much greater access than the <br />proposed site in the Hamline Center and avoid other issues inherent with that site. <br /> <br />The property I am referring to are the lots at 1887 and 1895 Rice Street, which is just south of <br />the corner of Rice Street and Roselawn Avenue (McCarron). As noted they are zoned B-3 with a <br />combined land square footage available of approximately 65,000. There is an abandoned alley <br />easement running along the western boundary which could add additional footage if the City of <br />Roseville would formally abandon it. The properties have Rice Street footage of 250 feet with a <br />high traffic count and a controlled intersection at Roselawn. With quick architect's calculations, <br />more than adequate parking is available and driveways for bus deliveries of customers. <br /> <br />There are many complimentary businesses nearby (restaurantslbars) as well as being on the <br />border of several other communities to draw gaming participants from other communities in <br />addition to those from Roseville. With bus service to Rice Street and freeway access from <br />Highway 36 and Interstate 35E, a highly accessible end destination can be established for <br />participant entertainment, which will not create conflict with other interests or present traffic <br />flow issues at any hour of the day. At this site, it is also possible that additional bingo sessions <br />after 11 :00 p.m. may be a possibility to further enhance the operations of the respective <br />charitaable gambling organizations. In addition, there has been existing bingo activity on Rice <br />Street at a nearby location in Little Canada. We could develop a superior facility to draw <br />business from that site and from St. Paul as well. <br /> <br />The possibility for food, liquor and additional space for organization offices at the same location <br />are also a plus. While there is an existing building on the site, it might be renovated quickly to <br />provide an undersized facility (up to about 4,200 sq. ft.) for immediate occupancy for the <br />
