<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />Date: 09/13/00 <br />Item No: 6c <br /> <br />Department Approval: Manager Approved: Agenda Section: <br />(fjiw Jrp PUBLIC HEARINGS <br /> <br />~s-cription: Request by Ted Brausen and Croix Oil Company for a Conditional Use Permit and <br />Variance to allow construction of a car wash addition onto the existing FINA gas <br />station at 2151 Dale Street North, (PF3253) <br /> <br />1.0 REQUESTED ACTION <br /> <br />1,1 Ted Brausen and Croix Oil Company request approval of a conditional use permit to construct <br />a 40 foot by 50 foot car wash and storage addition onto the existing FINA gas station, and three <br />variances, The variance requests include: 1) allowance to construct a 12 foot wide drive lane <br />(exit) two feet from the west property line, 2) allowance of continued use of a pre-existing non- <br />conforming parking lot setback condition on the east side of the parcel, and 3) allowance of <br />continued use of a pre-existing non-conforming driveway entrance less than 50 feet from <br />intersecting street right-of-way lines. <br /> <br />1.2 The conditional use permit process (Section 1013 of the City Code) for this request allows the <br />City to consider: <br /> <br />~ Compatibility with adjoining properties. <br />~ Impacts on traffic and public facilities, <br />~ Impacts on property value, <br />~ Impacts on general health, safety, and public welfare, <br />~ Compatibility with the Roseville Comprehensive Plan. <br /> <br />1,3 The process also allows the City to impose those conditions it considers necessary to protect <br />the public health, safety, and welfare, <br /> <br />2.0 BACKGROUND <br /> <br />2,1 The property at 2151 was constructed in 1970 and originally was used as a gas and vehicle <br />service station, The property is located at the southwest intersection of County Road Band <br />Dale Street, and is currently owned and operated by Croix Oil Company as a FINA gas station <br />and mini-mart, <br /> <br />2,2 The site is zoned "B-3", General Business District and a Comprehensive Plan designation of <br />"B", Business. The site is located in Comprehensive Planning District No. 14 and has single <br />family residential homes to the south; a Funeral Home to the east, across Dale Street; Parkview <br />Center School to the north, across County Road B; and Jubilee Foods Store adjacent and to the <br />west. <br /> <br />PF3253 RPCA (091300) Page 1 of 5 <br />
