<br />2.3 In conjunction with the application for a conditional use, the following documents have been <br />submitted and reviewed by staff in preparation of this report: <br /> <br />. site plan <br />. building plans <br />. landscape plan <br /> <br />3.0 STAFF COMMENT & FINDINGS <br /> <br />3.1 Ted Brausen proposes to construct a 40 foot by 50 foot (200 sq. ft.) car wash addition and <br />minor site improvements to the existing gas station at 2151 Dale Street. The proposed car wash <br />requires a conditional use permit (CUP) as per City Code Section 1005,05C4, <br /> <br />3,2 Section 1013,01.D of the Roseville Zoning Ordinance lists the criteria reviewed when <br />considering the issuance of a conditional use permit. The criteria are as follows: impact of <br />parking; impact on parks, streets, and other public facilities; compatibility of site plan, internal <br />traffic circulation, landscaping, and structures with contiguous properties; impact of the use on <br />the market value of contiguous properties; impact on the general public health, safety, and <br />welfare; compatibility with the City's Comprehensive Plan, <br /> <br />3.3 Staff has reviewed the development proposal with regard to the criteria in Section lO13,01.D of <br />the Roseville Zoning Ordinance and concludes the proposal meets these criteria, Specifically, <br />staff has determined the following: The proposed car wash will not generate additional parking <br />demand for the site, The proposal will generate a moderate increase in vehicle traffic due to <br />the addition of the car wash, The applicant estimates the car wash will add 15% to his business <br />traffic, Daily trips currently on County Road B from Rice Street to Dale are 6,200 and from <br />Dale to Victoria trips per day are 8,800; trips on Dale Street from Hwy 36 to County Road B <br />currently are 12,000 and from County Road B to Roselawn trips per day are 11,350, The <br />capacity of County Road B and Dale Street are both approximately 12 to 16,000 trips per day, <br />The County Transportation Plan estimates that by the year 2010 County Road B will carry <br />6,300 to 9,700 vehicles and Dale Street will carry 12,000 to 12,200 vehicles per day. <br />Driveways for turning movements into and out of the station should be modified to reduce <br />congestion directly at the intersection; the drives should be limited in number to 2 and should <br />be at the far west and south side of the property, <br /> <br />3.4 The proposed car wash will not create the need for additional public facilities. The City has the <br />capacity to provide the water necessary for the car wash through an existing 16 inch pipe <br />serving the site, There is capacity in the sanitary 12 inch sewer to handle the expected waste <br />car wash water, <br /> <br />3,5 With proper exterior building treatment, the building will not have an impact on surrounding <br />property or values, Material should match the existing materials and trim in color, texture and <br />or material (if available), Staff recommends color impregnated block, brick, or other masonry <br />materials, <br /> <br />PF3253 RPCA (091300) Page 2 of 5 <br />
