In an earlier letter, it was recommended that the Mickelson Variance
be denied as it was proposed because it was possible to reduce the amount of variance required for the
structure by moving the proposed garage closer to the house to a point where the new garage would be
flush with the existing driveway.

Mr. Mickelson has agreed to move the proposed garage closer to the house, but he has countered that it
is not possible to construct a garage without an apron. He further countered that the apron must be four
feet in width in order to have proper drainage for the garage. Mr. Mickelson was told that his builder (the
Sussel Corporation) must send a letter to us in which it is stated that a garage cannot possibly be
constructed without a four foot apron. The builder's letter is enclosed with this letter.

Therefore, DNR Waters does not object to constructing a garage that is located four feet from the main
body of the Mickelson Driveway with the condition that the building inspector of the City of Roseville
agree with the points that are made in the September 8, 2000 letter from the Sussel Corporation. We
further recommend that the planting of additional trees between Lake Josephine and the proposed garage
be made a condition of the Mickelson Variance. Please note that the new trees will not block the view of 1
Lake Josephine from the Mickelson home because the new garage will be blocking the view instead.
-=-

Thank you for giving the DNR the opportunity to comment on the Mickelson variance. We look forward
to receiving a written record of the decision that is made on the request. We also look forward to reviewing
future variances and conditional use permits for the City ofRoseville shomland and floodplain ordinances.
Please feel free to contact me, or Molly Shodeen, at 651-772-7910 should you have any questions
concerning these comments.

Sincerely, ,
~Jil1~Wtv~
,/ Jose~h Richter
Hydrologist

Enclosure

c: Rice Creek Watershed District, Kate Drewry

DNR Information: 651-296-6157 . 1-888-646-6367 .
