<br />Community Development Department <br />651.490.2279. fax: 651.490.2931 <br /> <br />August 7, 2000 <br /> <br />Mr. Joseph Richter <br />Minnesota Department of Natural Resources <br />Metro Waters <br />1200 Warner Road <br />Saint Paul, MN 55106-6793 <br /> <br />RE: Proposed detached garage to be located within the required 75 foot shoreland setback. <br /> <br />Dear Joseph: <br /> <br />A few months ago, Mr. David Mickelson, 2985 Lexington A venue, approached the City of <br />Roseville about the prospect of constructing a double stall detached garage that would lie within <br />the shoreland setback area of Lake Josephine. A proposed plan, drawn from the site survey, was <br />submitted to the City for review and comment. <br /> <br />The City reviewed the survey and suggested that Mr. Mickelson speak with Ramsey County <br />about the possibility of having a portion of Lexington Avenue vacated. However, after the Park <br />& Recreation Department reviewed the request, they indicated they would not support a vacation <br />of any Lexington A venue right-of-way. <br /> <br />The parcel at 2985 Lexington A venue is considered pre-existing non-conforming due to its <br />inadequate width (20 feet) along Lake Josephine and would require a variance prior to any new <br />construction taking place on the parcel. <br /> <br />The detached garage is proposed in the general location of the existing shed, directly adjacent the <br />property line along Lexington A venue, and towards the lakeshore. A portion of the proposed 22 <br />foot by 30 foot garage (147 square feet) lies within the 75 foot shoreland setback. A calculation <br />of impervious area reveals the parcel currently exceeds the 25% impervious area requirement. <br /> <br />I have provided a copy of the proposal for your review. The proposal includes the approximate <br />location of the 75 foot shoreland setback, the proposed detached garage, and the existing and <br />proposed impervious surface calculations. <br /> <br />Mr. Mickelson has submitted his application for a variance to allow the construction of the <br />detached garage. The request is tentatively scheduled to be considered by the Roseville Planning <br />Commission on September 13, 2000. However, I have indicated that the application will not be <br />accepted until a response has been received from the DNR. <br />
