Mr. Kenney is requesting permission to replace an existing garage with a garage located the same distance from West Owasso Boulevard as the existing garage. Approval of the variance request would require a variance of 13.4' trom the required street setback of 30'. After reviewim~ the proposal. DNR Waters does not object to the issuing of Mr. Kenney's requested variance As usual, we recommend that the City ofRoseville require Mr. Kenney to plant additional trees between his home and Lake Owasso as a condition of the variance. New trees will make the view from Lake Owasso more pleasing to the people using the Lake. In addition, studies have shown that lakes with many trees within their watershed tend to be cleaner than lakes with few trees within their watershed. In addition, trees near the lake help to slow shoreline erosion and provide wildlife habitat. It should be pointed out to Mr. Kenney that as the trees grow, the lowest branches of the trees may be pruned until the crowns of the trees are above the eye-level of people on Mr. Kenney's lot and even above the view level of people within Mr. Kenney's house. Thank you for giving the DNR the opportunity to comment on the Kenney variance.
