Mr. Kenney is requesting permission to replace an existing garage with a garage <br />located the same distance from West Owasso Boulevard as the existing garage. Approval of the variance <br />request would require a variance of 13.4' trom the required street setback of 30'. After reviewim~ the <br />proposal. DNR Waters does not object to the issuing of Mr. Kenney's requested variance <br /> <br />As usual, we recommend that the City ofRoseville require Mr. Kenney to plant additional trees between <br />his home and Lake Owasso as a condition of the variance. New trees will make the view from Lake <br />Owasso more pleasing to the people using the Lake. In addition, studies have shown that lakes with many <br />trees within their watershed tend to be cleaner than lakes with few trees within their watershed. In addition, <br />trees near the lake help to slow shoreline erosion and provide wildlife habitat. It should be pointed out to <br />Mr. Kenney that as the trees grow, the lowest branches of the trees may be pruned until the crowns of the <br />trees are above the eye-level of people on Mr. Kenney's lot and even above the view level of people within <br />Mr. Kenney's house. <br /> <br />Thank you for giving the DNR the opportunity to comment on the Kenney variance. We look forward to <br />reviewing future variances and conditional use permits for the City ofRoseville shoreland and floodplain <br />ordinances.
