PlaDnin!!: File 3264: A request by David W. Kenney for a 13 foot <br />variance from Section 1004.02D (Minimum Yard Requirements) of the <br />Roseville Zoning Ordinance to allow construction of an attached garage in <br />the front yard setback. The property is located at 3062 West Owasso <br />Boulevard. <br /> <br />David Kenney, 3062 West Owasso Boulevard North, requested a variance from <br />Section 1004.02D5 of the Roseville City Code to allow the replacement of an <br />existing detached garage with a larger (40 foot by 20 foot) detached garage with a <br />study expansion. The proposal requests keeping the 16.6 foot front yard setback, <br />requiring a 13.6 foot variance. <br /> <br />Staffhas reviewed the merits of the front yard setback variance to allow the <br />Kenney's to proceed with their detached garage replacement and study addition. <br />Staff concluded that there are unique circumstances present on or effecting the <br />parcel and recommended approval of the request. <br /> <br />Member Wilke asked if the slab would be replaced (yes). <br /> <br />Member Olson asked for color of materials (match the house). <br /> <br />Chair Klausing asked for details regarding the pit for car repair in the garage <br />floor. Deb Bloom noted that the City does not regulate this structure. <br /> <br />Member Cunningham asked if the garage setback could create a precedent. Staff <br />noted that many lots on this stretch of Owasso are steep up or down from the <br />street. <br /> <br />Mr. Kenney stated the trees (removal of them) is the primary hardship. <br /> <br />Member Olson asked how existing garages are going to affect the reconstruction <br />ofW. Owasso Blvd.. Deb Bloom explained the neighborhood would assist in the <br />design of the reconstruction. She noted that one garage is actually in the right-of- <br />way. <br /> <br />Member Wilke asked the width of the right-of-way (66 feet). <br /> <br />Member Cunningham was interested in preserving trees and green space, but <br />moving the garage back as far as possible. <br /> <br />Chair Klausing closed the hearing. <br /> <br />Member Cunningham noted parking is off-street, moving back may damage trees. <br />There appears to be no impact on redesign of Owasso Blvd. and pathway. <br />
