The City of St. Anthony Village recently completed a process that organized waste collection under
32
State Statute 115A.94. Detailed information on their process and resultant contract with the three
33
consortium haulers can be accessed at www.ci.saint-anthony.mn.us. Below is a summary of the process:
34
35
As part of their strategic plan St. Anthony Village identified “sustainability” as an important
36
component of their vision and priority. To that end, they identified an action step to “Continue
37
single-hauler initiative” to implement their goals.
38
The City began the 60-day exclusive negotiation period with the current licensed haulers (Allied
39
Republic, Walters, and Waste Management) on April 30, 2014.
40
From that process, the haulers proposed a consortium-based trash and recycling collection
41
system.
42
The City accepted the existing haulers proposal to organize collection maintaining existing
43
market share and negotiated a 5 year contract with CPI adjustments.
44
The following is a price analysis extracted from the information on their website showing their
45
reported pricing versus the new contract pricing. The prices listed do not include the County
46
Environmental fee.
47
Table 2
48
Residential Collectors’ Reported Fees vs. Proposed Fees - Before Taxes
49
(Units: $ per household per month)
50
Proposed
Percent
CurrentTrash +
Change
(% of
ReportedRecycling
Current
(a)(b)
Trash Service LevelPricesSubtotal
Reported)
Small trash cart (weekly) $17.26 $15.97 -7%
Medium trash cart (weekly) $18.61 $17.88 -4%
Large trash cart (weekly) $19.50 $20.14 3%
Average (weekly levels only)$18.45$18.00
-2%
Sources:
51
(a) Residential Collectors’ Annual “Garbage Hauler/Recycling License” applications as submitted to the City (average of
52
three collectors’ reported rates, weighted by market share);
53
54
The City approved the contract with the haulers on September 9, 2014 (see Attachment C) with
55
service starting on April 15, 2015.
56
Under the contract, the haulers will provide trash and recycling pick-up for the above quoted fee.
57
Yard waste and bulky items are collected for an additional fee.
58
Under the contract the haulers handle the administrative functions including billing, customer
59
service, and public education.
60
Under the contract, the haulers cannot charge for additional fees not outlined in the contract
61
including administrative fees, environmental fees (beyond the County environmental fees), fuel
62
surcharges, etc.
63
The contract requires the haulers provide an organics collection plan for the City’s approval.
64
