PO OLICYBJECTIVE 65 Chapter 402.01 of the City Code reads: It is the intent of the City Council, by means of this Chapter, to 66 establish a system of complete regular garbage, other refuse, special wastes and yard waste collection 67 throughout the City. The system is intended to assure that the disposal of such materials is 68 accomplished in a sanitary and environmentally acceptable manner and that the health of the residents of 69 the City is properly safeguarded. (Ord. 1097, 8-12-91) 70 FI INANCIALMPACTS 71 Solid waste collection for private properties is supported by user fees established by the vendor selected 72 by the property owner. There is currently limited financial impact to the City for licensing haulers to 73 provide this service to private properties. 74 It appears from the information provided from St. Anthony Village that switching to a consortium-based 75 hauler system is projected to provide a modest decrease for many, but not all of their residents. 76 However, each City is different and each resident will most likely see a different result going from the 77 existing open system to a consortium-based or single hauler system. Therefore, it is not possible to 78 determine how rates would be impacted in Roseville without going through the process. 79 SR TAFF ECOMMENDATION 80 Staff recommends the Council discuss organized waste collection and provide direction to staff on 81 additional information needs or direction for additional action.
