PO <br />OLICYBJECTIVE <br />65 <br />Chapter 402.01 of the City Code reads: It is the intent of the City Council, by means of this Chapter, to <br />66 <br />establish a system of complete regular garbage, other refuse, special wastes and yard waste collection <br />67 <br />throughout the City. The system is intended to assure that the disposal of such materials is <br />68 <br />accomplished in a sanitary and environmentally acceptable manner and that the health of the residents of <br />69 <br />the City is properly safeguarded. (Ord. 1097, 8-12-91) <br />70 <br />FI <br />INANCIALMPACTS <br />71 <br />Solid waste collection for private properties is supported by user fees established by the vendor selected <br />72 <br />by the property owner. There is currently limited financial impact to the City for licensing haulers to <br />73 <br />provide this service to private properties. <br />74 <br />It appears from the information provided from St. Anthony Village that switching to a consortium-based <br />75 <br />hauler system is projected to provide a modest decrease for many, but not all of their residents. <br />76 <br />However, each City is different and each resident will most likely see a different result going from the <br />77 <br />existing open system to a consortium-based or single hauler system. Therefore, it is not possible to <br />78 <br />determine how rates would be impacted in Roseville without going through the process. <br />79 <br />SR <br />TAFF ECOMMENDATION <br />80 <br />Staff recommends the Council discuss organized waste collection and provide direction to staff on <br />81 <br />additional information needs or direction for additional action.
