December 5, 1983
-2-

The screening by planting does not appear to be adequate in several areas. Th
plan calls for eleven fir trees along the northe rn boundary. 'here are six.healthy
firs and five in less than healthy condition providin g limited screenin g. The plan
also calls for seven ash trees at the northeast corner of the site. There are two
ash trees, neither of which appear to be healthy, and neither of which provide
significant screening. The plan also proposes ivy to be placed on a11 fencing. The
only area where ivy was evident was in the northeast corner of the site.
There are several instances where the location of structurs and rnate rials on the
site do not comply with the plan. These pLOblem areas also appeared in a letter from
Mr. Irv Margolis to Howard Dahlgren, dated August 27, 1977, which I have at•tached.
'I'he p roblem areas include employee p arkin g along the Larpenteur Avenue fence, the
locaion of hoop houses, the locatic. of topsoil and landscape materials, and the
size of the equipment storage area.
The employee parking still remains along the Larpenteur Aenue fence. The hoop
houses are located on the west central portion of the site. The plan shows them
in the northwest corner of the site. There is a laY•ge stockpile of topsnil in the
northwest corner cf the site, and woodchips are being stred in the southeast portion
f the site. The plan calls for topsoil and lanscaping material to be located in the
southwest portion of the site.
'Itao final areas Qf concern are the stockade ence providing screening of Lhe equipment
storage area and a collection of machinery parts in the southwest corner of the site.
The stockade fence hs been held up ? feet from the ground, giving the fence a
strange appeaz•ance, and partially limiting its screening abil.ty.
A semi.-trailer and miscellaneous machinery parts are being stored in the sotzthwest
corner of the site. This is contrary to the plan, and presents an unattractive
appeazance at t:he entrance to the site.
T have attached a plan datd August 23, 1977 showing proposed locations of structures
and materials. The map also shows the current location of the hoop houses and field
office.
I have also atta.ched an October 2, 1977 revision to th August 23 1977 Plaz showing
the stackade fence.
AttaLhments
