Dahigren Associates � Incorporated <br />MEMORANDUM <br />DATE: <br />T0: <br />ATTi1: <br />FROM: <br />RE: <br />20 January 1984 <br />City Council, CITY OF ROSEVILLE <br />James Andre, City Manager <br />Howard Dahlgren <br />12)377-3536 <br />Margolis Request for Special Use Permit for Property at the <br />Northcaest Corner of Larpenteur Avenue and Galtier Street <br />The City Cr�uncil at its nleeting of 19 December 1983, voted to adjourn th� <br />. hearing regarding the Margolis Special Use Permit request on the subject <br />property to 23 January so as to allow Mr. Margolis time to work �vith the <br />City staff in clearing up ambiquities relating to the existing condition, <br />previous commitments, and proposed changes. Toward this objective, we have <br />met with Mr,. Margolis and Terry Jacobs, one of his landscape architects, <br />on January 4, 11, and 18, 1984. These meetings resulted in the preparation <br />of an Existing Site Usage P1an, a Proposed Site Usage Plan, and a written <br />statement of action agreem�nt consisting of nine points. Copies of these <br />drawings and the statement are attached for the Counci.l's review. <br />The Existing Site Usage Plan (prepared at our request) illustrates some of <br />the principal problems and concerns: <br />1. The plan illustrates the locatian of an employee parking area <br />outside of the �crecn�d area to the north. This parkinq was <br />never authoriz��d as a part of the original permit, and was <br />supposed to occur inside the screen fenced area. <br />2. There are two sto�age semi-trailers parked outside the screen <br />fence area at the southwest corner of the site. These wer� not <br />authorized in the original perm.it. <br />3. The screen parking area was constructed ten (10) feet high but <br />there is several feei: of space under the fence not completed. <br />This produces a very strange appearance, particularly from <br />Larpenteur Avenue, and is cantrary to the original agr�ement. <br />This fenced area was authorized to be 180 feet by 120 feet in width. <br />It is actually constructed at 128 feet in width. We �uggest this <br />is not a major concern. <br />0 <br />� <br />
