The topsoil storage area now located at the far northwest corner of <br />the site was supposed to be located just north of the office si�ce. <br />The concern expressed by the neighbors here relates to the <br />objectionable noise created by the clanging of dump tr.uck tailgate� <br />and the beepexs that activate when the loading �quipment backs up. <br />�dr. Margolis explains that the reason they did not put it in the <br />originally proposed location is that the seedlings from the cottonwood <br />stand just west of their property on the Ramsey Count ark <br />contaminate the topsoil stockpile and that is the r�a an they movedy <br />it further to �he north. The noise problem relayed by the neighbors <br />was ��rticularly objectionable in the early hours of the morning. <br />The neighbors also objected to the noise created by the telephone call <br />signal system which is now located in the vicinity of the hoop <br />houses near the center of the tract on the west side. <br />The solut�on to thes� problems as worked out with Mr. Margolis and as <br />indicated on the Proposed Site �Isage Plan and his agreement statement for <br />the Council's consideration are as follows: <br />1. The parking outside of the screen fence contiguous to Larpenteur <br />Avenu� will be removed and will occur inside the screen fenced <br />area as originally proposed. To accommodate space for this <br />function, a wood chips pile now occupyin a <br />area will be moved to the west side of the sitetlon of the screened <br />,plastic hoop houses. The former ►]ust north of the <br />parking area should be seeded <br />and maintained in a manner sim i l a r to suc h required yard areas in <br />other typical developments in Roseville. <br />2• The two storage semi-trailers will be removed upon completion of <br />the 30 foot by 6 foot storage buildin <br />special use permit application. The sgorage�buildinghwill�benal <br />located as shown on the Prop�sed Site Usage Plan. The building <br />shall be located 30 feet from the west property line., and 60 feet <br />north of ihe screen fence area. <br />3. The screen fenc� shall be completed at the bottAm with the same <br />material as originally constructed on the south side contiguous to <br />Larpenteur Avenue. The Council may wish to consider requiring <br />that the screen fE�nce be completed on the bottom on the east side <br />as well if they feel that is important. It is likely, however, <br />
