  A
9
•
iEM02ANDUM
RE: rlargolis Request
_. I
20 January 1984
Page 4
constructed in good Laith in accordance with the plan in a timely fashion.
The econd is that Mr, Margolis's staff operates the facility in accordance
with the proposed terms and with a conscious effort toward keeping the
appearance and the function of the site compatible with the residential areas
to the north and east and with the visual effect relating to the extensive
traffic on Larpenteur Avenue.
We have had considerable discussion with Mr. Margolis regarding the longer
range use of the property. We have suggested that it is very important to
not think in terms of expanding the use of the site as a landscape contractors
yard. In particular, there should be no extensiv investment of further
striictures tending to make the property more difficult to convert to other
usES. Mr. Margolis agrees that the ultimate use of the property should be
for residential purgoses, and that its location relevant to the park and
the residential ara makes this use a practical one. We have encouraged him
to seek potential residential developers who may wish to acquire the site
and convert it to residential use. Such residences would take the form of
some type of multi-family use because of the oor soil conditions that Exist
on the site. Such a use could be concentrated to the south and west using
a Planned Unit Development approach, making it readily compatible to the
rar yards of the contiguous residential proprties. This is another reason
for making it reasonable to invest in good plant material now as an uliinate
screen between the single family residences and the rest of the property.
This Lype of devlopment program, we suggest, is a reasonable and practical
objective to pursue in the joint interests of the neighbors, Mr. Margolis,
and the City as a whole.
,
