S•� The topsoil storage area will remain where it is, but sha11 be limited to 2,000 cubic yards with the provision that no additional topsoil be brought in during the 1984 season. More important, the hours of operation of the total facility will be limited to 7:00 a.m. to 6:00 p.m, on weekdays and 9:00 a.m, to 6:00 p,m. on Saturdays. Tt i� further stipulated that no loading or unloading of topsoil shall occur prior.to 7:30 a.m. With respect to the hours of operation� Mr, Margolis noted that nccassionally (not more than a half dozen times) a delivery truck may arr�ve after the 6:00 closing hour from an external source and in these instances .ther� may be unloading of materia� after 6:00 p.m. This proviso, however, is not to extend the normal staff working hours at the site past 6:00 p.m, in the evening, nor before 7:00 a.m. in the mornin stipulation.as to working hours will alleviate theenoise�problem at the northwest corner of the site. 6. The telephone signal system will be moved from its present location to the n�w storage facility. It should be further stipulated that this "buzzer" shall be tuned so as to not be readily �udible from the residential property to the northeast. 7. The chain link fence across the southeast corner of the site shall be completed.as originally proposed, This fence will not perform a particula.r screening function, but should add to the security of the site from this direction. We were originally concerned about putting a chain link fence in the drainage area, but David Drown informs us that this drainage area is not a"fl,owag�" and thus the existance of the fence would not impair t he drainage function. Hopefully, the agreed upon changes in condition as illustrated on the Proposed Site Usage Plan and confirmed by �le agreement statement submitted will solve the principal problems relating to the proposed use of this site. Any action approving the application should be done on the conditions that the development occur exactly in conformance with the proposed plan as revised 16 January 1984, and in accordance with the statement submitted by Mr, Margolis dated 18 January 1984. The completion of all changes should be accomplished by 1 July 1984. The usage, of course, is not ideally compatible with contiguous residential development. Considering the use as an interim use, however, it should he far more reasonable under the conditions proposed if two things occur.. One is that the improvements as proposed are
