<br />2.7 Parcel "A" will have approximately 39,283 square feet ofland area and Parcel "B" will <br />have approximately 21,234 square feet of land area. Parcel "B" would be a vacant lot <br />available for construction of a single family home consistent with the requirements of <br />Section 1 004 of the Roseville Zoning Ordinance. <br /> <br />2.8 Should the request be approved by the City Council, the staff, prior to the applicant's <br />recording with the Ramsey County Recorder, must review a certificate of survey and a <br />quit claim deed for compliance with the Council's approval. <br /> <br />2.9 The Engineering Department has reviewed the proposed minor subdivision and <br />determined that sanitary sewer, watermain, and storm sewer fees for creating the new <br />parcel are required. These fees amount to a total of$I,552.27and must be paid at the <br />time of City signature on the quit claim deed. <br /> <br />2.10 The Engineering Department has also concluded that the existing sanitary sewer service <br />for the home will lie on a portion of the proposed lot and must have a 15 foot wide <br />private easement created over the sanitary sewer that crosses over the newly created <br />parcel. <br /> <br />3.0 STAFF FINDINGS & CONDITIONS <br /> <br />3.1 Staff has determined that the creation of a 100 foot wide parcel is appropriate for this <br />neighborhood given the existing large lots. <br /> <br />3.2 Staff also concludes that the proposal would meet the requirements of the Comprehensive <br />Plan and Zoning Ordinance. <br /> <br />3.3 The newly created lot must have a width of 100 feet and a depth of approximately 213.8 <br />feet. <br /> <br />3.4 The applicant must provide a five-foot wide utility and drainage easement adjacent each <br />property of both Parcel A and B. <br /> <br />3.5 The applicant must create a 15 foot wide private easement for the existing sanitary sewer <br />that crosses over the property line (Parcel A to Parcel B) to protect the interest of the <br />existing home or the service can be relocated without the need for a private easement. <br /> <br />3.6 A detailed grading plan with the building slab or first floor elevation and existing and <br />proposed contours must be submitted to the City Engineer for review and approval prior <br />to building permit issuance for Parcel B. <br /> <br />3.7 The City policy is to accept park land or cash in lieu ofland dedication for the creation of <br />new lots. In this case, cash will be accepted in lieu of parkland dedication. The <br />dedication fee is $500.00 for the newly created Parcel B.
