<br />3.8 The City policy is to accept a Sewer Availability Charge (SAC) upon the issuance of a <br />building permit. In this case, a SAC fee is required and will be collected upon the <br />issuance of a building permit for Parcel B. <br /> <br />3.9 The City Engineer must review and approve the driveway access along Gluek Lane North <br />prior to the issuance of building permits. <br /> <br />3.10 Assessments of$720.64 (sanitary sewer), $526.63 (watermain), and $305.00 (storm <br />sewer) for the creation of the new parcel must be paid to the City prior to the quit claim <br />being signed by the City. <br /> <br />3.11 The applicant must record the two lot minor subdivision within 60 days after the approval <br />of the City Council. <br /> <br />4.0 POLICY IMPLICATIONS -(from the 1999 Roseville Comprehensive Plan, Section 3) <br /> <br />4.1 The City will continue to be developed in accordance with a Comprehensive Plan for <br />land use, housing, transportation, and community facilities. Maintain a similar balance of <br />housing types as those present (60% single family detached, 40% attached). Upgrade <br />property to meet "move up" housing needs. (Comprehensive Plan Section 3, subsection <br />III Residential Areas - A. Vision Statement and B. and others). <br /> <br />4.2 Adopt flexible standards for new single family and multi-family housing developments to <br />allow innovative developments and more efficient densities. It is not the goal of the City <br />to significantly increase overall residential densities (Comprehensive Plan Section 3, <br />subsection III Residential Areas - C. Residential Policies). <br /> <br />5.0 DIRECT FISCAL IMPACT TO CITY <br /> <br />The proposed single family structure should not require direct city financial assistance to <br />complete. It is possible that the structure could add property taxes in excess of $3,000 <br />annually, of which the city share is approximately 15%. <br /> <br />6.0 STAFF RECOMMENDATION <br /> <br />Based on the findings in Section 3.1 and 3.2 and subject to the conditions listed in <br />Section 3.3 through 3.11, the City staff recommends approval of the proposed minor <br />subdivision by Brad and Ian Peterson, 1907 Gluek Lane North. <br /> <br />PF 3273 - RCA (111300) Page 3 of 4 <br />
