<br /> <br />REQUEST FOR COUNCIL ACTION DATE: 11/10/97 <br />ITEM NO: <br />e artment Approval: Manager Approved: Agenda Section: <br />Re orts <br />Description: PARTICIPATION IN LOCAL HOUSING <br />INCENTIVES PROGRAM OF THE LIVABLE <br />COMMUNITIES ACT FOR 1998 <br /> <br />Summary of Request: <br /> <br />November 15, 1997 is the annual deadline for the City of Roseville to renew <br />its commitment to participate in the Metropolitan Council's Local Housing <br />Incentives Program. The City must decide whether to continue participation <br />in 1998. <br /> <br />1.0 Background <br /> <br />1.1 The City Council in October, 1995, approved participation in the <br />Liveable Communities Program administered by the Metropolitan Council. <br />This program was mandated by the State Legislature in 1995. In <br />September of 1996 the City Council approved continued participation for <br />1997. <br /> <br />1.2 The overall metropolitan area goals of the program are to preserve <br />and expand affordable housing opportunities throughout the metro area, <br />connect jobs and affordable housing through location and transit, and assist <br />center cities and maturing suburban communities to clean up sites for <br />future housing and job creating ventures. <br /> <br />1.3 The City of Roseville City Council approved the goals and program <br />strategies and submitted "Official" LCA Goals on December 14, 1995. <br />The Metropolitan Council (1996) reviewed and approved the housing goals <br />submitted by Roseville. Roseville meets or exceed all Metropolitan Council <br />benchmarks (attached) for our community. The course suggested to the <br />City is to continue in the same direction, maintaining and improving the <br />benchmarks and ranges for housing stock and infrastructure, using both <br /> <br />1 <br />
