<br />2.0 Action Plan <br /> <br />2.1 The City's Action Plan includes some activities that are to be <br />accomplished by the City and its housing consultant, Bill Schatzlien. Mr. <br />Schatzlien has worked with a number of communities, most notably <br />Richfield (infill housing and work with apartment managers) and Shoreview <br />(senior housing). The Roseville Action plan has the following housing <br />components: <br /> <br />Q An "Affordable Suburban Housing Pilot Program" has combined <br />efforts of the City staff and a housing consultant (A contract with Bill <br />Schatzlien, Affordable Suburban Housing to: <br /> <br />a. Continuously identify a target of 200 housing units with below <br />average physical condition (based on assessor's records) for <br />replacement or renovation programs. <br /> <br />b. Annually select three sites. Create 3 - entry level single family <br />housing sites by purchasing available sites from the 200 units <br />identified above. Utilize the city housing loan and/or acquisition fund <br />to acquire (from willing sellers) the 3 sites with dilapidated housing. <br /> <br />c. Work with city and local banks to overcome obstacles to reverse <br />mortgages for seniors. <br /> <br />d. Create neighborhood watch and volunteer housing <br />inspection network for each neighborhood. Create cross- <br />generational linkages. <br /> <br />e. Multi-family owner/managers association/collaboration <br />to select and keep good renters and assist owners (and banks) <br />with partial revolving loan financing for multi-family renovation <br />projects. <br /> <br />f. Assist homeowner's associations with low interest, longer term <br /> <br />4 <br />
