<br />Liveable Communities Act Tax Base Revitalization Program <br /> <br />After adoption of the Local Housing Incentive Account Goals and Action <br />Plan, the City of Roseville became eligible for the Tax Base Revitalization <br />Grant Program. The City identified four potential sites for utilization of tax <br />base revitalization funds to assist in the clean up of the sites to facilitate <br />redevelopment. Additional sites could be identified in the future. The <br />following is a description of the four potential sites that have been identified <br />to date and the potential development and revitalization that could occur on <br />the site: <br /> <br />1. Midwest Motor Express. <br /> <br />Ryan Companies have acquired the Midwest Motor Express site at <br />2778 N. Cleveland Avenue. The site was previously owned and <br />occupied by Midwest Motor Express Company. They used the <br />property as a motor freight terminal and continue to operate on the <br />property. Midwest Motor Express originally occupied the property in <br />1960. <br /> <br />Ryan Companies is participating in the Minnesota Pollution Control <br />Agency Voluntary Investigation and Cleanup (VIC) Program and the <br />Voluntary Petroleum Investigation and Cleanup (VPIC) Programs to <br />voluntarily clean up the site. The Minnesota Pollution Control Agency <br />has approved a remedial action work plan to clean up and manage <br />the petroleum contaminated soil and ground water. <br /> <br />The estimated cost of clean up is $400,000. Potential funding <br />sources include City of Roseville tax increment pool funds, developer, <br />petro fund, and Metropolitan Council tax base revitalization funds. <br /> <br />The City and Ryan Companies have entered into a development <br />agreement which would require Ryan Companies to remove all the <br />structures on the site and develop a new 105,000 square foot <br /> <br />9 <br />
