3.0 Policy Implication

Roseville's Housing Policy continues to make the preservation of the housing stock a key
community goal, which fits well with the overall Livable Communities Action Plan. Roseville's
Housing Policy consists of several strategies that are annually refined as part of the
Comprehensive Planning process and work plan review. These strategies strive to achieve
maximum housing diversity and regeneration of housing stock by encouraging private
investment, discouraging deferred maintenance and disinvestment, stabilizing property values
and strengthening neighborhoods. No new housing policy would be required to continue the
City's participation in the Local Housing Incentives Program of the Metropolitan Council's
Livable Communities Act.

4.0 Fiscal Impact

The Metropolitan Council's Affordable Life Cycle Housing Opportunities Account (ALHOA)
requires that the City contribute $20,332.37 to affordable & life cycle housing programs.
Roseville, under its Housing Policy and Budget for 2001 will commit over $740,000 in various
housing renovation and technical assistance projects. Therefore, the City clearly will exceed the
ALHOA for 2001.

5.0 Suggested Council Action

By resolution, approve the City of Roseville's continued participation in the Local Housing
Incentives Program within the Metropolitan Livable Communities Act during the calendar year
2001.

Attachments: Draft Resolution, Summary of Housing Programs, Roseville Housing Policy.

Report by: Cathy Bennett 490-2241

Q:\Livable Communities\LIVCOM PARTICIPATION 2000.RCA.doc

RCA - Livable Communities 2001 10/23/00 - Page 3 of 3
