<br /> <br />REQUEST FOR COUNCIL ACTION <br />DATE: 10/08/01 <br />ITEM NO: c-l <br />ent Approval: Manager Approved: Agenda Section: <br />Consent <br /> <br /> <br />Item Description: <br /> <br />Participation in Local Housing Incentives Program of <br />the Livable Communities Act for 2002 <br /> <br />pp 3;! ry~ <br /> <br />1.0 Summary of Request: <br /> <br />1.1 November 15,2001 is the annual deadline for the City ofRoseville to renew its <br />commitment to participate in the Metropolitan Council's Local Housing Incentives <br />Program. The City must decide whether to continue its participation in 2002 by <br />approving the attached resolution. Continued participation demonstrates the City's <br />commitment to improving the community housing and livable communities <br />developments, consistent with the City Plans. Participation also makes the City eligible <br />for other programs within the Livable Communities Program such as the Tax Base <br />Revitalization (Brownfield Clean-Up) Program. <br /> <br />2.0 Background and Program Goals: <br /> <br />2.1 The Metropolitan Council's Local Housing Incentives Program was mandated by the <br />State Legislature in 1995. The City Council, in October 1995, approved participation in <br />the Livable Communities Program administered by the Metropolitan Council. Each year <br />since 1995 the City Council has approved, by resolution, continued participation in the <br />Metropolitan Council's Local Housing Incentives Program. <br /> <br />2.2 The overall metropolitan area program goals are to preserve and expand affordable <br />housing opportunities throughout the metro area, connect jobs and affordable <br />housing through location and transit, and assist center cities and maturing <br />suburban communities to clean up sites for future housing and job creating <br />ventures. <br /> <br />2.3 The City of Roseville City Council approved the goals and program strategies and <br />submitted "Official" LCA Goals on December 14, 1995. The Metropolitan Council <br />(1996) reviewed and approved the housing goals submitted by Roseville. Each year <br />Roseville implements housing programs that contributes to the Metropolitan Council's <br />Affordable Life-Cycle Housing Opportunities benchmarks for our community. The City <br />will continue to maintain and improve its programs for the improvement of the housing <br />stock and infrastructure, using the goals and strategies as outlined in the Roseville <br />Housing Policy. <br /> <br />RCA - Livable Communities 2002 10/08/01 - Page 1 of 3 <br />
