<br />Hamline/B, Lexington/B and Lexington/Roselawn, were selected for further <br />study. <br /> <br />7.3 In June 1997, a neighborhood design event with professional designers, <br />architects, planners was held to assist in creating a long term vision with a mix <br />of compatible commercial uses and housing. The design event encouraged the <br />emphasis of human scale design and connection at the selected intersection. <br /> <br />7.4 Concurrently staff worked with consultants to identify methods of public <br />investment in infrastructure and land use that demonstrate confidence in the <br />future of the neighborhood. The architectural drawings and the responses from <br />the neighborhood have been compiled into a series of books and the architects' <br />drawings have been finished into a 3-dimensional computer model. <br /> <br />7.5 In 1998 the City Council requested Community Development Department staff <br />to focus on Hamline and County Road B. The following is a summary of activity <br />at each of the three targeted Cornerstone intersections. <br /> <br />7.6 Hamline & B Status: Staff is working with property owners at or near the <br />northwest and southeast corners of HamIine and County Road B. Staff <br />explained the program to the oWners, appraised the value of the properties, and <br />completed an environmental phase 1 survey of the properties. After compiling <br />this information and determining interest in selling, staff requested proposals <br />from developers for each of the 2 corners. An RFP for development proposals for <br />HamIine and B was sent out in July 1998. One proposal was received from <br />MetroPlains Development, which included a mixed use of first level retail with <br />housing above. Staff met with the developer to review the proposal and <br />suggestions were made regarding site costs and next steps. The developer is <br />currently working on several different levels of financing and will begin working <br />with property owners. <br /> <br />7.7 Lexin~on & B Status: At the direction of Council, staff prepared a feasibility <br />study on four options for the development of 8-acres at the southwest corner of <br />Lexington and B. At the October 12' 1998 Council meeting, staff made a <br />presentation of the feasibility study and was directed to begin the master plan <br />process for option #2 which includes a 6-acre park and 2-acre art/history center. <br />No redevelopment activity has taken place on the other corners at Lexington & <br />B at this time, except for upgrading a former Bridgeman's restaurant into a <br />credit union office. <br /> <br />7.8 Lexin~on & Roselawn Status: Currently staff if working with property owners <br />at the northeast corner of Lexington & Roselawn.
