<br /> <br />REQUEST FOR PLANNING COMMISSION ACTION <br />Date: 012/13/00 <br />Item No: 7c <br />pproval: Manager Approval: Agenda Section: <br />Public Hearings <br /> <br />Item Description: <br /> <br />Adoption of Annual (2000) Comprehensive Plan Revisions and Declaring <br />the 2001 Capital Improvement Program to be the Plan (PF3271 and 3276) <br /> <br />1.0 BACKGROUND <br /> <br />1.1 Each year in December/January the Roseville Planning Commission and City Council affirm <br />the Comprehensive Plan changes that have occurred during the previous year. (The <br />Comprehensive Plan was rewritten and adopted in September 1994.) During the year, public <br />hearings are held on all plan changes before the Commission and Council approve them. Most <br />amendments (see examples below) are then sent to the Metropolitan Council for their review, <br />comment, and approval. <br /> <br />1.2 In order to keep track of amendments to the Plan, the Planning Commission has annually <br />scheduled the affirmation ofthe changes and inclusion of the changes on an addenda sheet in <br />the front of the plan. During 2000 no goals or policies have changed, except as noted below. <br />All maps have been revised where changes occurred and dated January 8, 2001. <br /> <br />1.3 The Planning Commission is also required to hold a public hearing to review and determine <br />whether the Capital Improvement Program (CIP) for the upcoming year (2001) is consistent <br />with the Comprehensive Plan. <br /> <br />2.0 COMPREHENSIVE PLAN REVISIONS - A chart a/the entire plan, sections, and <br />appendices is incorporated in the/rant a/the Plan. Changes/or 2000 are shown in red. <br /> <br />2.1 Section 1 - Introduction/Background: (Zoning Maps) Illustrates all land use zoning <br />designations based on City approvals to December 31, 2000, including a spreadsheet <br />breakdown of each designation by area and percent of total city land area. <br /> <br />2.2 Section 2 - Demographics Profile: The demographic profile is in the process of being <br />updated. New demographics will not be available until first quarter of2001 and will be <br />incorporated into the 2001 affirmation. <br /> <br />2.3 Section 3 - Goals & Policies: No changes were made to this section in 2000. <br /> <br />2.4 Section 4 - Land Use Planning District: The Existing Land Use Map illustrates existing land <br />uses, including a spreadsheet breakdown of each designation by area and percent of total City <br />land area. <br /> <br />PF 3276 - RPCA (12/13/00) - Page 1 of 4 <br />
