<br />Kehr moved, Matson seconded, that the City Council
<br />nominate Jeanette Krispin, 322 W. County Road B, to
<br />the Ramsey County Board of Commissioners for the
<br />vacancy on the Rice Creek Watershed District Board of
<br />Managers, to serve a three year term beginning January
<br />17, 1990. Roll Call, Ayes: Matson, Cushman, Kehr,
<br />and Rog. Nays: None.

<br />Cushman moved, Matson seconded, that the City of Rose-
<br />viI Ie be authorized to become an official "Celebrate
<br />Minnesota 1990" community. Roll Call, Ayes: Matson,
<br />Cushman, Kehr, and Rog. Nays: None.

<br />Kehr moved, Cushman seconded, that Resolution 8504,
<br />urging support for the restoration of local regulatory
<br />authority over cable television systems, be adopted.

<br />Matson moved, Cushman seconded, that the City of Rose-
<br />ville be authorized to enter into a contract with
<br />Rosehill Partnership (owner of the Carlisle Apart-
<br />ments) to develop an apartment rehabilitation program
<br />that would reuse the Community Development Block
<br />Grant returned from the Lincoln/Byerly's project.

<br />Kehr moved, Cushman seconded, that Change Order No. 2
<br />for 1989 Contract A, in the amount of $15,150.47, be

<br />Kehr moved, Rog seconded, that the Northwest Suburban
<br />Youth Services Organization request for exemption from
<br />the Charitable Gambling license requirement to conduct
<br />a raffle on November 16, 1989, at the Lido Italian
<br />Ristorante, 2801 N. Snelling Avenue, and waiving the
<br />thirty day waiting period be approved. Roll Call,
<br />Ayes: Matson, Cushman, Kehr, and Rog. Nays: None.

<br />Kehr moved, Matson seconded, that the Nazareth Build-
<br />ing Association request for a State Bingo Hall License
<br />at 2555 N. Snelling Avenue be approved. Roll Call,
