<br />" <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />Date: I I <br /> <br />--- <br /> <br />Item No.: <br /> <br />Department A proval: <br /> <br />f( <br /> <br />Agenda Section <br />Reports and Recommendations <br /> <br />Manager Reviewed <br /> <br />II <br /> <br />Description: Request to clarify, by zoning text amendment, the zoning districts in which a bingo hall <br />can be placed as a permitted conditional use or permitted use. <br /> <br />Background <br /> <br />The City Council has spent considerable time discussing an approach to where bingo halls may be placed in the <br />community. <br /> <br />After further review of both the community and legal aspects, an alternative which appears to have the most merit <br />at this time comprises a text change in the zoning code to clarify bingo halls as either a permitted use or a use by <br />conditional use permit. <br /> <br />1. Zoning for business districts B-1 (Limited Business) and BIB (Limited Retail), would allow a bingo hall <br />as a permitted conditional use and would include the restrictions required by the licensing of amusement <br />establishments. <br /> <br />2. Zoning for business districts B-2 (Retail Business), B-3 (General Business), SC (Shopping Center), 1-1 <br />(Light Industrial), and 1-2 (General Industrial) would allow a bingo hall as a permitted use including the <br />restrictions required by the licensing of amusement establishments. <br /> <br />The uniform standards for parking, setbacks, joint facilities, etc, would be as outlined in the City Code and <br />considered for places of public assembly and other applicable conditions. <br /> <br />Policy Implications <br /> <br />As this is a policy and zoning text change, a process will be required to refer this change to the planning <br />commission for their review and recommendation. <br /> <br />Financial Implications <br /> <br />.... <br />There are no direct budgetary fiscal impact expectcC!' ...~th this action. <br />-' '. <br /> <br />Staff Recommendations <br /> <br />Staff is recommending that the City Council approve the attached resolution, referring the text change to the <br />Cities Zoning code. The following schedule is recommended: <br /> <br />November 28- December 11,2000 --- Completed application from the Bingo Hall operator to be on the <br />January 10,2001 Planning Commission <br />November 27, or December 4, 2000---Approval of Resolution; refer text amendment to Planning <br />Commission. <br />December 13, 2000---Planning Commission consideration and recommendation to the City Council. <br />December 18,2000---- City Council consideration/action on first and Second reading of ordinance <br />change <br />January 10,2001--- Planning Commission consideration of Bingo Hall location application. <br />
