Human Rights Commission Minutes
September 17, 2014

Commissioner Singleton moved and Commissioner Carey seconded a motion to approve the
Motion passed unanimously.
August 20, 2014 meeting minutes as amended.

Public Comment

There being no one present wishing to speak to the Commission on an item not on the agenda,
the Vice Chair moved to the next agenda item.

New Business

a.Corey Yunke, Community Relations Coordinator

Mr. Corey Yunke, Community Relations Coordinator and Crime Analyst for the Roseville Police
Department, stated his primary purpose was to introduce himself and invite the HRC to attend
future events and let them know that if they have any questions or concerns they could contact
him. He provided a list of events that would be going on and current outreach programs. He
stated the Citizens Police Academy would be held in the spring.

Commissioner Singleton extended the services of the HRC if there were any needs in the future.

Mr. Yunke stated there may be opportunities to partner in the future with outreach programs.

b.Use of Force Training Report

Vice Chair Becker stated Ms. Collins, Commissioner Bachhuber, and himself had attended the
Use of Force Training at the Police Department.

Commissioner Bachhuber stated the Chief was open and willing to answer questions. She
thought the training would be more about discerning when to use force rather than the use of
force and it had been good to get an understanding of what they train for.

Ms. Collins stated it had been interesting to see what their decision making process was when
they go out and take a call and it was eye opening to listen to them go through the scenarios and
the line of thinking that civilians do not think about. There is a tremendous amount of
appreciation for what they do and the rapid decision-making they have to do.

Vice Chair Becker stated the night he had attended there were several senior officers present.
After watching the drills he was reminded that once you are in a situation it is not always easy to
act appropriately and until you have a lot of practice and training it is difficult to act with the
right amount of discretion. This does not excuse a systemic issue with a given police force or a
particular officer's actions. They are humans and they are in stressful situations. These should
be kept in mind when analyzing any given event.

Commissioner Slade asked if the trainings were open to the public.
