Human Rights Commission Minutes <br />September 17, 2014 <br />Page 3 of 10 <br /> <br /> <br />Ms. Collins stated there had been a special invitation to the Commission from the Chief. They <br />do training four (4) times a year and he may extend an invitation to another Commission or the <br />City Council for the next session. He does try to keep the training small so that is can be <br />effective. <br /> <br />Commissioner Carey asked if this had been person-to-person physical force training and how to <br />handle a situation with physical reactions not the use of weapons. <br /> <br />Commissioner Bachhuber stated there had been a progression from physical reaction to the use <br />of the tools they have available. <br /> <br />Commissioner Singleton asked if it would be helpful for people who are reviewing complaints to <br />attend these trainings in order to get a better perspective of an officers training and thought <br />process. <br /> <br />Commissioner Bachhuber stated the training had been professional and appropriate and there <br />was nothing in the training that would explain something that would be inappropriate. <br /> <br />Commissioner Singleton clarified he was not suggesting applying the training to any particular <br />situation or incident but rather as a training for those people who are on review boards to get a <br />perspective of the training and thought process of the officers. <br /> <br />Vice Chair Becker stated it could be helpful because the more a person knows and understands <br />the better the decisions they can make. <br /> <br /> <br />c.Shoreview HRC Community Dialogue <br /> <br />Ms. Collins stated the Shoreview HRC would be having a free and open dialogue about Bullying <br />at Different Generation Levels. The topics would include: What is Bullying in the Work Place, <br />Bullying in School, New Legislation Regarding Bullying and Bullying Those with Disabilities. <br />The Commission would be receiving an invitation with more details. The event will be held on <br />Thursday November 6 at the Shoreview Community Center. She asked if the Commission <br />wanted to discuss partnering with the Shoreview HRC on something for the event or attend as <br />spectators. <br /> <br />Vice Chair Becker asked if the Shoreview HRC had asked the Commission to partner with them <br />for this event. <br /> <br />Ms. Collins stated they are not looking to partner for this event but there might be opportunities <br />in the future to come together and host an event. <br /> <br />Commissioner Singleton stated the Commission could choose to support or endorse the event, <br />partner with them, or provide financial assistance. <br /> <br /> <br />
