OTHER ACTIONS <br /> <br />Item Description: A request by JL T Group Inc. for sketch plan review of a five story, 262,600 <br />square foot addition and a 1470 stall, five level parking deck for property <br />located at 2700 Snelling Avenue. (P.F .3281 ) <br /> <br />1.0 REQUESTED ACTION <br /> <br />Kurt Williamson with the JL T Group Inc. is requesting Planning Commission comments and direction <br />on his proposal to construct a 262,600 square foot office addition to the existing structure at 2700 <br />Snelling Avenue. The proposal also includes the construction of a 1470 stall off-street parking deck, <br />five stories in height and to be located closest to County Road C. <br /> <br />2.0 HISTORY <br /> <br />The former NCR Comten facility received a number of approvals from the Roseville City Council. <br />They include: <br /> <br />At its February 12, 1979 meeting, the Roseville City Council approved the request by Fine <br />Associates to rezone certain property from R-I (Single Family Residential) to B-1 (Limited <br />Business) and recommended approval of a variance allowing the building height to increase <br />from three to five stories. <br /> <br />At its May 21, 1979 meeting, the Roseville City Council approved a revision to the <br />development plan for 2700 Snelling A venue North that included: <br /> <br />1. The expansion of the building from 182,000 square feet to 236,000 square feet; <br />2. The expansion of the parking lot area further to the south; and <br />3. Increase in the amount of landscaping and berming on the east side of the proposed <br />expansion of the parking lot. <br /> <br />2.0 BACKGROUND <br /> <br />The proposal to add onto the existing structure with a similar five-story structure could be problematic <br />given the current position of the Planning Commission and City Council regarding variances. Even <br />though the Council previously approved a variance, an additional variance is not automatically <br />granted. It also appears that due to code modifications over the past years, certain non-conformities <br />may exist. Staff has suggested that the JL T Group pursue a planned unit development to clean up the <br />previous approvals and allow them some flexibility to develop the property. <br /> <br />RPCA Sketch Plan Review (121300) Page I of2 <br />
