<br />4.3 Impacts on traffic and public facilities: There will be no impacts to any public facilities <br />except for traffic safety concerns at both ends of Oakcrest (Oakcrest @ Pairview needs a <br />signal light and Oakcrest @ Snelling may someday not have a median cut). The <br />applicant has indicated that exits from the parking lot are clearly marked and that a <br />security guard will be present to direct traffic towards Snelling A venue. <br /> <br />4.4 Impacts on property value: The City does not anticipate property values dropping due to <br />the use of 2525 Snelling A venue becoming a bingo hall and a 14,000 square foot <br />commercial building have been in the area for at least 20 years. <br /> <br />4.5 Impacts on general health, safety, and public welfare: There are no anticipated impacts to <br />the general health, safety, and public welfare of the neighborhood nor the City due to the <br />use of the site as a bingo hall. The typical bingo participant is female, over age 50. <br /> <br />4.6 Compatibility with the Roseville Comprehensive Plan: The use of the property as a bingo <br />hall is a compatible business use to both the Roseville Zoning Code B-1 zone and the <br />Comprehensive Land Use Plan Business designation. <br /> <br />5.0 STAFF RECOMMENDATION <br /> <br />5.1 Based on the findings outlined in Section 4 of this report, staff recommends approval of <br />the request by Capital City Investment LLP for a condition use permit to operate a bingo <br />hall 2525 Snelling A venue, subject to the following conditions: <br /> <br />A. Capital City Investment LLP successfully obtaining the only bingo license in the <br />City of Roseville. <br /> <br />B. Replaced roof top mechanical units must be screened per Section 1010.07 of the <br />Roseville City Code. <br /> <br />C. Parking lot lighting must be brought into conformance (foot-candles and <br />downcast lighting) with Section 1010.12 of the Roseville City Code. <br /> <br />D. Any signage for the bingo hall must meet the requirements of Section 1009.03 of <br />the Roseville City Code. <br /> <br />6.0 SUGGESTED ACTION <br /> <br />6.1 By motion, recommend approval (approval with modifications or denial) of the request <br />by Capital City Investment LLP for a condition use permit to operate a bingo hall at 2525 <br />Snelling A venue, based on the findings outlined in Section 4 and conditions stipulated in <br />Section 5 of the project report. <br /> <br />Prepared by: Thomas Paschke <br />Attachments: Property location map, aerial photo, site plan, and narrative. <br />60-Day Schedule: Application Accepted on December 28, 2000; Decision deadline is February 26, 2001. <br /> <br />PF3258 RPCA (091300) Page 3 of 3 <br />
