December 20, 2000 Mr. Patrick Fisher Capitol City Investments 246 South Albert Street Saint Paul, MN 55105 RE: Application for a Conditional Use Permit to allow the Operation of a Bingo Hall at 2525 Snelling Avenue. Dear Mr. Fisher: Thank you for your recent application to proceed through the conditional use permit process to allow the operation of a bingo hall at the former Lyndale Garden Center site (2525 Snelling A venue). On December 18, 2000, the Roseville City Council acted on a text amendment to establish within the Roseville City Code (Title 10) parameters under which a bingo hall would be allowed. The approved ordinance amendment allows the bingo hall as a conditional use on the 2525 Snelling A venue parcel. Given this action, the Community Development Department has determined that only the conditional use permit portion of your application will be processed; a rezoning is not required to establish a bingo hall. In review of the submitted information, the City will need further information on how the site will be used for the bingo hall. Specifically, we will need a narrative describing the project, identifying the number of seats, and a plan showing the interior layout or floor plan for the bingo hall. In addition, based on the seating capacity for the proposed bingo hall, a parking and traffic circulation plan must be submitted for review and consideration. Your application submitted on December 4, 2000 will need the above information to be forwarded to the Roseville Planning Commission. This information is required by the Community Development Department and must be submitted on or before December 29,2000. Provision of this application information will allow the conditional use permit request to be forwarded to the Roseville Planning Commission for consideration on January 10, 2001. 2660 Civic Center Drive .:.
