4.2 The Planning Commission reviewed the criteria listed in Section 1013 of the City Code
and concluded the following:

A. Compatibility with adjoining properties: The Planning Commission has
concluded that the use of 2525 Snelling Avenue as a bingo hall is a compatible
use with the adjoining properties. The former Knights of Columbus structure,
directly north of the subject site, existed as a primary bingo hall use since
1989/1990 and did not appear to present any major issues for the adjacent
residential neighborhood. The subject property is consistent with its neighbors to
the north and south, while there is no immediate impact of compatibility to the
east due to Snelling Avenue. In the case of the single-family residential
neighborhood to the west and northwest, surge traffic is the main concern,
especially as bingo participants leave the site.

B. Impacts on traffic and public facilities: The Planning Commission has
concluded there will be no impacts to any public facilities except for traffic safety
concerns at both ends of Oakcrest (Oakcrest @ Fairview needs a signal light and
Oakcrest @ Snelling may someday not have a median cut). The applicant has
indicated that exits from the parking lot are clearly marked.

C. Impacts on property value: The Planning Commission does not anticipate
property values dropping due to the use of2525 Snelling Avenue becoming a
bingo hall and a 14,000 square foot commercial building have been in the area for
at least 20 years.

D. Impacts on general health, safety, and public welfare: The Planning
Commission has concluded there are no anticipated impacts to the general health,
safety, and public welfare of neither the neighborhood nor the City due to the use
of the site as a bingo hall. (Police records did not indicate any significant activity
in past operations. The typical bingo participant is female, over age 50.)

E. Compatibility with the Roseville Comprehensive Plan; The Planning
Commission has concluded the use of the property as a bingo hall is a compatible
business use to both the Roseville Zoning Code B-1 zone and the Comprehensive
Land Use Plan Business designation.

4.3 The Planning Commission voted (5-0) to recommend approval of the request by Capital
City Investment LLP for a conditional use permit subject to the proposal meeting the
conditional use permit criteria and subject to the following conditions:

A. Capital City Investment LLP successfully obtaining the only bingo license in the
City ofRoseville.

B. Replaced rooftop mechanical units must be screened per Section 1010.07 of the
Roseville City Code.

PF3282 RCA (012901) Page 3 of 4
