<br />Planning Commission Regular Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, March 5, 2014 <br /> <br />1. Call to Order <br />1 <br />Chair John Gisselquist called to order the regular meeting of the Planning Commission meeting at <br />2 <br />approximately 6:30 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introduction <br />4 <br />At the request of Chair Gisselquist, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br /> Chair John Gisselquist; and Commissioners James Daire; David <br />6 <br />Stellmach; Robert Murphy; Michael Boguszewski; and Shannon <br />7 <br />Cunningham <br />8 <br />Members Excused: <br />Commissioner Mohamed Keynan <br />9 <br />Staff Present: <br /> City Planner Thomas Paschke and Associate Planner Bryan Lloyd <br />10 <br />3. Review of Minutes <br />11 <br />December 4, 2013 Regular Meeting Minutes <br />12 <br />MOTION <br />13 <br />Member Cunningham moved, seconded by Member Daire to approve the December 4, 2013 <br />14 <br />meeting minutes as presented <br />. <br />15 <br />Ayes: 6 <br />16 <br />Nays: 0 <br />17 <br />Motion carried. <br />18 <br />4. Communications and Recognitions <br />19 <br />Discussion was held among Commissioners and staff regarding amending the order of tonight’s <br />20 <br />agenda; and by consensus, the order was amended as follows: Item 5.c, Item 5.d, Item 5.b, and <br />21 <br />Item 5.a. <br />22 <br />a. From the Public (Public Comment on items not on the agenda) <br />23 <br />No one appeared to speak at this time. <br />24 <br />b. From the Commission or Staff <br />25 <br />At the request of Chair Gisselquist, City Planner Paschke clarified that both <br />26 <br />Commissioners Daire and Boguszewski had been reappointed to another term on the <br />27 <br />Planning Commission; and there were no further vacancies at this time. Mr. Paschke <br />28 <br />advised that Chair Gisselquist had received an invitation to upcoming interviews of <br />29 <br />prospective candidates for other citizen advisory commissions, including the expanded <br />30 <br />Public Works, Environment and Transportation Commission by another two members; <br />31 <br />and the newly-created Finance Commission and Civic Engagement Commission. <br />32 <br />5. Public Hearings <br />33 <br />Chair Gisselquist reviewed the protocol for Public Hearings and subsequent process. <br />34 <br />c. PLANNING FILE 14-003 <br />35 <br />Request by University of Northwestern for approval of field lighting for renovated <br />36 <br />outdoor athletic facilities as a CONDITIONAL USE at 3003 Snelling Avenue <br />37 <br />Chair Gisselquist opened the Public Hearing for Planning File 14-003 at 6:38 p.m. <br />38 <br />Associate Planner Bryan Lloyd summarized the request as detailed in Section 4 of the <br />39 <br />staff report dated March 5, 2014; and reviewed staff’s analysis and specific criteria in <br />40 <br />Section 5. Mr. Lloyd advised that the requester is the University of Northwestern at Lydia <br />41 <br />and Snelling Avenues as they plan to remodel and reorganize their outdoor athletic fields, <br />42 <br />tennis courts and stadium facilities and are seeking approval of associated lighting and <br />43 <br />public address equipment as a CONDITIONAL USE. <br />44 <br />As noted in Section 4.2, Mr. Lloyd noted that the current public address system <br />45 <br />generated occasional noise-related complaints from residential neighbors, particularly <br />46 <br /> <br />
