Planning Commission Regular Meeting City Council Chambers, 2660 Civic Center Drive Minutes - Wednesday, March 5, 2014 1. Call to Order 1 Chair John Gisselquist called to order the regular meeting of the Planning Commission meeting at 2 approximately 6:30 p.m. and reviewed the role and purpose of the Planning Commission. 3 2. Roll Call & Introduction 4 At the request of Chair Gisselquist, City Planner Thomas Paschke called the Roll. 5 Members Present: Chair John Gisselquist; and Commissioners James Daire; David 6 Stellmach; Robert Murphy; Michael Boguszewski; and Shannon 7 Cunningham 8 Members Excused: Commissioner Mohamed Keynan 9 Staff Present: City Planner Thomas Paschke and Associate Planner Bryan Lloyd 10 3. Review of Minutes 11 December 4, 2013 Regular Meeting Minutes 12 MOTION 13 Member Cunningham moved, seconded by Member Daire to approve the December 4, 2013 14 meeting minutes as presented . 15 Ayes: 6 16 Nays: 0 17 Motion carried. 18 4. Communications and Recognitions 19 Discussion was held among Commissioners and staff regarding amending the order of tonight’s 20 agenda; and by consensus, the order was amended as follows: Item 5.c, Item 5.d, Item 5.b, and 21 Item 5.a. 22 a. From the Public (Public Comment on items not on the agenda) 23 No one appeared to speak at this time. 24 b. From the Commission or Staff 25 At the request of Chair Gisselquist, City Planner Paschke clarified that both 26 Commissioners Daire and Boguszewski had been reappointed to another term on the 27 Planning Commission; and there were no further vacancies at this time. Mr. Paschke 28 advised that Chair Gisselquist had received an invitation to upcoming interviews of 29 prospective candidates for other citizen advisory commissions, including the expanded 30 Public Works, Environment and Transportation Commission by another two members; 31 and the newly-created Finance Commission and Civic Engagement Commission. 32 5. Public Hearings 33 Chair Gisselquist reviewed the protocol for Public Hearings and subsequent process. 34 c. PLANNING FILE 14-003 35 Request by University of Northwestern for approval of field lighting for renovated 36 outdoor athletic facilities as a CONDITIONAL USE at 3003 Snelling Avenue 37 Chair Gisselquist opened the Public Hearing for Planning File 14-003 at 6:38 p.m. 38 Associate Planner Bryan Lloyd summarized the request as detailed in Section 4 of the 39 staff report dated March 5, 2014; and reviewed staff’s analysis and specific criteria in 40 Section 5. Mr. Lloyd advised that the requester is the University of Northwestern at Lydia 41 and Snelling Avenues as they plan to remodel and reorganize their outdoor athletic fields, 42 tennis courts and stadium facilities and are seeking approval of associated lighting and 43 public address equipment as a CONDITIONAL USE. 44 As noted in Section 4.2, Mr. Lloyd noted that the current public address system 45 generated occasional noise-related complaints from residential neighbors, particularly 46
