Regular Planning Commission Meeting <br />Minutes – Wednesday, March 5, 2014 <br />Page 15 <br />more impactful than the site’s former use, as well as compared to other potential uses. <br />718 <br />Mr. Paschke opined that all permitted uses would have similar types of problems, and <br />719 <br />therefore, this use presented no overt concern for staff. <br />720 <br />Applicants Van Harvieux and Vince Hunt, Peak Investments, LLC, d/b/a <br />721 <br />Mudslingers MN <br />722 <br />Aside from closing the two curbs and building the structure, Member Stellmach <br />723 <br />questioned the applicant as to whether any other improvements were planned for the lot. <br />724 <br />Mr. Hunt responded that they were still working through that, opining that they would like <br />725 <br />to make aesthetic improvements to that corner, with some potential related to replacing <br />726 <br />the current “ugly” signs; flower boxes or other amenities that could improve the site. Mr. <br />727 <br />Hunt admitted that they were not yet that far into the process; but wanted to make the site <br />728 <br />look nice; and opined that the building itself was nice, and not cheap looking. <br />729 <br />Member Boguszewski, noting that this site was directly across from a park, questioned if <br />730 <br />the applicant was intending to serve walk-up customers as well as vehicular customers. <br />731 <br />Mr. Harvieux responded that they would love that opportunity, but questioned staff if that <br />732 <br />would be allowable. <br />733 <br />Mr. Paschke responded that, there would be nothing precluding the applicant from doing <br />734 <br />so, and as part of the formal site plan review, it would require some on-site parking <br />735 <br />spaces for customers. Mr. Paschke noted that the plan review would look at internal <br />736 <br />traffic on the site; and that this INTERIM USE currently stipulated parking as now <br />737 <br />provided was restricted to employees only in the existing paved areas. However, Mr. <br />738 <br />Paschke noted that, theoretically, someone could park and get a coffee. <br />739 <br />Mr. Hunt expressed interest in pursuing that opportunity with staff. <br />740 <br />Chair Gisselquist closed Public Hearing at 8:45 p.m.; no one appeared for or against. <br />741 <br />MOTION <br />742 <br />Member Boguszewski moved, seconded by Member Cunningham to recommend to <br />743 <br />the City Council APPROVAL of the INTERIM USE, based on the comments and <br />744 <br />findings of Sections 4-6 and the recommendation of Section 7 of the staff report <br />745 <br />dated March 5, 2014. <br />746 <br />Chair Gisselquist clarified that there would be no speaker box at the drive-through with no <br />747 <br />interaction with customers at the window. <br />748 <br />Mr. Harvieux confirmed that there would not be a speaker box, just a menu board on the <br />749 <br />building. <br />750 <br />Ayes: 6 <br />751 <br />Nays: 0 <br />752 <br />Motion carried. <br />753 <br />City Council action on this item is scheduled for Monday, March 24, 2014. <br />754 <br />Recess <br />755 <br />Chair Gisselquist recessed the meeting at about 8:46 p.m. and reconvened at about 8:50 p.m. <br />756 <br />b. PLANNING FILE 14-004 <br />757 <br />Request by Roseville Planning Division for approval of ZONING TEXT <br />758 <br />AMENDMENTS pertaining to setback requirements in Medium Density Residential <br />759 <br />(MDR) Districts <br />760 <br />Chair Gisselquist opened the Public Hearing for Planning File 14-004 at 8:52 p.m. <br />761 <br />City Planner Thomas Paschke summarized the request as detailed in the staff report, for <br />762 <br />approval of ZONING TEXT AMENDMENTS in the Medium Density Residential Zoning <br />763 <br />District (MDR) to create greater flexibility to achieve housing goals and objectives.
