Member Boguszewski noted that, since staff had separated the issues at the <br />305 <br />beginning of their report and subsequent recommendations, staff had provided the <br />306 <br />specifics for a proposed motion following tonight’s public hearing. <br />307 <br />Mr. Callaghan reiterated his question as to why the adjacent properties across Lydia <br />308 <br />Avenue were being subjected to this without a barrier for the field or stadium on any <br />309 <br />PUD, at least not the one approved in 2007; and questioned again why this was not <br />310 <br />considered a significant enough change to warrant it no longer being grandfathered in. <br />311 <br />Mr. Callaghan opined that the proposed field didn’t look anything like the original campus <br />312 <br />Master Plan; which of course, Northwestern hasn’t shown to the Commission. <br />313 <br />With Member Daire noting that the displayed map indicated that the stadium now existed, <br />314 <br />Mr. Callaghan opined that it does not, only the field exists. <br />315 <br />Mr. Lloyd displayed a copy of Exhibit B, consisting of the 2007 PUD, and approved <br />316 <br />concept site master plan, map and orientation showing a stadium structure with <br />317 <br />bleachers, a football field, and field house that would extend further westward across the <br />318 <br />existing parking lot, and specifically the stadium facility as it appears in that concept plan, <br />319 <br />but in a different location, even though the same facilities, just oriented differently. Mr. <br />320 <br />Lloyd noted that this was typically how a PUD was structured, and this request was not <br />321 <br />changing the nature of the PUD and anticipated development on campus. <br />322 <br />At the request of Member Boguszewski, Mr. Lloyd clarified that the notice requirements <br />323 <br />would have included the neighbors; and even thought the notice distance today was <br />324 <br />larger than when the PUD was approved, it would have been on a sliding scale to include <br />325 <br />applicable radii at that time, but would not have been less than 350’. Mr. Lloyd also <br />326 <br />responded to Member Boguszewski that the owners of the nursing home properties <br />327 <br />mentioned by Mr. Callaghan would have been included in that notice area; but had not <br />328 <br />appeared at that time and apparently not tonight. <br />329 <br />Ernie Willenbring, 832 Lovell Avenue <br />330 <br />Mr. Willenbring opined that this was simply a matter of common sense and that Roseville <br />331 <br />was a city with many activities and people; and if not so, the community would be dead. <br />332 <br />Mr. Willenbring suggested that, if residents were bothered by the light, they should pull <br />333 <br />down their shade, unless that was too simple of an idea. With cities having activities <br />334 <br />going on, it was only natural, and suggested that if bothered, neighbors either find a <br />335 <br />common sense resolution, or they should have purchased outside of a city. <br />336 <br />Troy West, 3076 Shorewood Lane <br />337 <br />As it relates to dovetailing noise and light issues, Mr. West stated that his concern was <br />338 <br />that by extending the lights on the field would extend noise, which was currently very <br />339 <br />significant as it bounced off the buildings, making it just as loud further away as on the <br />340 <br />field. As an example, Mr. West noted that, the Saturday after he moved into the home, <br />341 <br />there was some kind of practice on the field for 3-4 hours, which he found very fatiguing, <br />342 <br />and while not constant, if on a weekend, it was like being on the field itself. Again, Mr. <br />343 <br />West stated that his concern was that the lights would make the noise be extended after <br />344 <br />dark, and opined that this went hand in hand with effects on a person’s quality of life, <br />345 <br />even though he didn’t find the lights to be as big of a deal as the noise for him personally. <br />346 <br />At the request of Member Boguszewski, Mr. West confirmed that he purchased the home <br />347 <br />in August of 2013. When Member Boguszewski asked if the real estate agent didn’t <br />348 <br />disclose the proximity of the college, Mr. West clarified that he found the gamed to be <br />349 <br />energizing, and with only five home games per year, his concerns were only with <br />350 <br />rudimentary things (e.g. practices on Saturday or Sunday and extending practices into <br />351 <br />the evening with the addition of the lights). Mr. West stated that he didn’t mind the <br />352 <br />evening games, but was concerned with the sound being later into the evening due to <br />353 <br />adding the lighting allowing for later play; which could potentially increase the noise <br />354 <br />tenfold. <br />355 <br /> <br />
